The Mouth of the Duwamish Combined Sewer Overflow Program ( MDCSO) is one of the largest investments and most complex efforts in water pollution control infrastructure our regional system will undertake. We're seeking candidates for two Sr. Wastewater Capital Project Manager vacancies which will focus efforts around this program and help King County continue its environmental mission by improving water quality. We must control CSO overflows and limit pollution to the Duwamish River and Elliott Bay and do our part in creating healthier bodies of water where communities and wildlife thrive while also meeting regulatory requirements. The successful candidate for this position will have the opportunity to participate and assume a key role in the delivery of this regional water pollution control infrastructure!
About the Roles : (2 Vacancies!)
Our Wastewater Treatment Divisions MDCSO Program will reduce overflows from five combined sewer outfalls where the Duwamish River meets Elliott Bay. The CSOs were designed many decades ago to be overflow relief points in the sewer system during periods of heavy rain. Today, to better protect local water bodies, King County is investing in solutions to limit the number of overflows that occur and to ensure we're meeting regulatory requirements to protect water quality and public health . The successful candidates will have an important role in managing the design and construction of the facilities that will be built to limit the overflows. The roles will include working with staff throughout the Wastewater Treatment Division and consultants to develop facilities that meet or exceed regulatory requirements and provide water quality benefits for decades .

The King County Wastewater Treatment Division (WTD) has established the CSO Delivery Unit to plan, design, and construct facilities that control combined sewer overflows (CSOs) in accordance with regulatory requirements to protect water quality and public health . Future facility construction projects range from new large gray infrastructure to smaller existing facility modifications. While carrying out the this MDCSO program to control the five CSO outfalls in the area of the mouth of the Duwamish River and improve water quality, our team is committed to local agency coordination and appropriate incorporation of King County initiatives such as the Equity and Social Justice Strategic Plan, Strategic Climate Action Plan, and Clean Water Healthy Habitat goals. Job Duties
What You Will Be Doing:
- Support MDCSO Program Management activities through applying program management techniques and principles.
- Effectively and efficiently apply advanced Program Management industry standards and practices in the areas of program planning, coordinating, benefits management, scope management, budget management, schedule management, monitoring/control, and reporting on assigned capital programs and projects.
- Develop, implement, and manage capital program scope of work, schedule, budget, and contract requirements; execute plans for the design, procurement, and construction phase of assigned programs.
- Lead management of complex, high-risk wastewater capital new infrastructure projects from concept through final implementation that require preparation of plans, specifications, estimates and scopes of work for public bidding, request for proposal process and/or internal use.
- Lead and direct large, high-priority, high-risk capital projects, which require considerable resources and high levels of functional integration. The position will focus on delivery of combined sewer overflow facilities and potential large projects to direct which are elements of MDCSO facilities such as Chelan CSO Control, other projects including University CSO Control, and Montlake CSO Control as described in the most recent program update the 2018 CSO Control Program Update .
- Support/lead negotiations with partners in the delivery effort. Represent WTD on internal and external communication and coordination efforts.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- A bachelor's degree in project/program management, engineering, construction management, business administration or closely related field is required OR a combination of relevant qualifications, experience, and skills to carry out the essential functions of the position.
- Work history of progressively responsible experience as a capital project manager responsible for the successful design and construction project delivery through all phases of project implementation .
- A dvanced knowledge of project management processes and knowledge areas as described by the Project Management Institute's Project Management Body of Knowledge.
- Knowledge of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
- Awareness of capital facility delivery methods including design bid build, General Contractor Construction Manager (GCCM), and Progressive Design Build (PDB).
- Skill in managing a number of projects or programs concurrently.
- Skill in multi-mode communications to different audiences, ability to build partnerships, skill in conflict resolution, strategic and tactile problem solving, team building and leading project teams.
- Manages Complexity - Making sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
- Decision Quality - Making good and timely decisions that keep the organization moving forward.

It Would Be Great if You Also Bring:
- One to four years of progressively responsible work experience as a capital program manager, responsible for program delivery through all phases of program delivery.
- Expert knowledge of contract administration and enforcement techniques and principles.
- Project Management Institute certifications or equivalent including Project Management Professional (PMP) or Program Management Professional ( PgMP ) and DBIA Design-Build Professional® (DBIA®) or Associate Design-Build Professional® (Assoc. DBIA®) .
- Advanced skills working with the public including diverse communities to maintain effective relationships.
- Skill and knowledge in handling politically sensitive issues , intergovernmental relations, and legislative process.
- Ability to work through complexity to solve problems.

Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 2-4 days per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by the Technical Employees Association (TEA) union.
