Public Health – Seattle & King County (PHSKC) is looking for a talented lead physician to join the innovative practice at Navos Primary Care, a Public Health clinic embedded in the Navos Mental Health and Wellness Center. The partnership between Public Health and Navos – a community mental health provider – is leading the way in testing models for integrated behavioral health and physical health care, as well as being in the forefront of community-based Medications for Opioid Use Disorder (MOUD). The candidate will be part of the Public Health Primary Care Leadership Team and will be accountable for the clinical oversight of the Navos clinician team. The position may also provide consultations and support to other King County operations in primary care, behavioral health, and MOUD services.
The successful candidate will possess excellent leadership and communication skills, quality improvement knowledge, and strong clinical experience in managing primary care health conditions in a population experiencing mental illness and/or substance use. The most competitive candidate will have knowledge of and experience in the Public Health approach to the opioid crisis and serving vulnerable populations in integrated whole-person care.
The position reports directly to the Medical Officer of the Community Health Services Division and the Area Manager for Navos Primary Care and is expected to collaborate closely with program management staff.

Work Schedule:
Start date for this position will be July 2020. Typical work hours are Tuesday through Friday, 8:00am to 5:00pm, 32 hours per week; may be occasionally required to work outside of these hours. May also be required to work evenings, nights, weekends and holidays when assigned to after clinic hours on-call duties or as needed.
Work Location:
The position is based at the Navos Mental Health and Wellness Center in Burien, WA. On occasion or as needed, the position may be deployed to other Public Health Centers and service sites throughout King County.

Examples of Duties:- Provide leadership, clinical supervision and training to the Navos Primary Care clinical staff members.
- Diagnose and provide direct primary care clinical service and medical treatment to patients with co-occurring behavioral health or substance use conditions.
- Document clinical evaluation, diagnosis, procedures, treatment, outcomes, referrals and consultations.
- Perform Quality Improvement/Quality Assurance work, including chart reviews and performance reviews of clinical staff, to ensure compliance with clinical service quality.
- Work collaboratively with clinic supervisor and program manager to ensure effective patient workflow and supervision of the care team.
- Review policies, procedures, and guidelines; analyze evidence-based data and publications; and write findings, recommendations, manuals and reports.
- Organize and lead meetings and present relevant topics to clinical and non-clinical audiences.
- Perform other duties as assigned within the position's scope.
Qualifications:- Significant clinical experience in a primary care setting and in managing vulnerable patients with a history of homelessness, incarceration, behavioral health conditions and substance use disorder.
- Understanding of the role of Public Health in promoting health and well-being across the life-span and addressing the social determinants of health.
- Demonstrated commitment to equity and social justice.
- Demonstrated experience leading and working in teams and a desire to work in a multidisciplinary team which includes clinicians, nurses, medical assistants, social workers, community health workers, and other care team members.
- Demonstrated ability in problem solving, triage decisions, and conflict resolution.
- Demonstrated ability to understand and navigate complex health and social services systems.
- Demonstrated ability to understand quality assurance and quality improvement techniques.
- Skill in organization and knowledge of time management techniques in a health care setting.
- Experience in electronic health record documentation.
- Strong oral and written communication skills.
- A National Provider Identification (NPI) must be obtained prior to employment.
- Washington State Medical License must be obtained prior to employment.
- Drug Enforcement Administration (DEA) registration must be obtained prior to employment.
- Familiarity with MOUD and have a physician waiver to prescribe buprenorphine under the Drug Addiction Treatment Act of 2000 (DATA 2000).
- Board certification in Family Medicine or Internal Medicine preferred.
- Board certification in Addiction Medicine preferred.

- Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
