The Stakeholder Engagement Lead is responsible for effectively embedding racial equity impact review principles within the Early Support for Infants and Toddlers (ESIT) systems level work and supporting these efforts across the Division. The Stakeholder Engagement Lead's role will emphasize engaging stakeholders early, meaningfully and ongoing for learning, strategic planning, implementation and continuous improvements.
This position will also work closely with other teams in the Developmental Disabilities and Early Childhood Supports Division (DDECS) and in partnership with Best Starts for Kids implementation efforts within the Department of Community and Human Services (DCHS) and Public Health – Seattle & King County. This position reports to the Prenatal to Five Team Lead within the Division.

Work Schedule: This is a TERM-LIMITED (TLT) 12 Month position. This position is scheduled to work 30 hours per week, typically 8:00 a.m. – 3:00 p.m., Monday through Friday, and is not overtime eligible. Flexibility may be required for occasional evening or weekend hours or travel. Primary work site is in downtown Seattle with frequent meetings throughout the County and State; possibility of remote work with approved telecommuting agreement.

- Lead and coordinate stakeholder engagement efforts in support of the Early Support for Infants and Toddlers (ESIT) system's racial equity impact review, strategic planning, and implementation.
- Encourage strengths-focused, collaborative relationships to support contractors and systems partners to continuously improve racial equity in access, services and outcomes across planning processes.
- Plan and implement meaningful opportunities for families, program staff, agency leaders, community partners and others to provide information and guide improvement processes.
- Support creation of meaningful program policies and procedures informed by stakeholders and aligned with program requirements.
- Lead efforts to ensure that stakeholder engagement informs an action plan to ensure that children and families can access qualified, culturally relevant services in their home language with an initial focus on ESIT:
- Build partnerships with key stakeholders at the state and local levels to address barriers.
- Lead workgroup(s) to gather input, inform next steps, and guide strategies.
- Gather and analyze information from family interviews, focus groups, provider and interpreter surveys to deepen understanding of strengths, challenges and opportunities to improve language access.
- Develop strong working relationships with Washington State agencies, ESIT providers and County Lead Agencies, Public Health-Seattle and King County programs, related Best Starts for Kids strategies, and other community partners.
- Support expansion of this effort across all Division teams.
- Collaborate with a dynamic, multilingual, culturally diverse work team focused on family-centered, strengths-based practices, data-informed innovation, cross-systems partnerships, trauma recovery and resilience, aligned with King County's Equity and Social Justice Plan.
- Lead and coordinate stakeholder engagement efforts in support of the Early Support for Infants and Toddlers (ESIT) system's racial equity impact review, strategic planning, and implementation.
- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- A combination of at least six years of education and experience within early childhood development, early intervention, health care, social services, developmental disabilities, equity and social justice or a related field, with at least 2 years leading a project or program.
- Demonstrated knowledge of systems serving children and families, including people with developmental disabilities.
- Skills and abilities working collaboratively with diverse stakeholders including families, culturally specific and community-based groups, volunteer boards, service providers, government and systems partners, and co-workers.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Ability to provide engaging and participatory meetings and/or trainings with diverse groups using adult learning approaches.
- Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
- Skills to prepare visual and written documents for specific users, to create multi-use spreadsheets, and to synthesize complex data for decision making.
- Valid Washington State Driver's License or ability to travel throughout the County in a timely manner.
- Experience effectively supporting home cultures and languages of children and families, as well as bicultural and/or bilingual skills are preferred.
- Experience with planning, implementing and improving an early intervention system for infants and toddlers with delays or disabilities and their families.
