Summary
The Department of Natural Resources and Parks (DNRP) has an exciting opportunity for a skilled Supervising Ecologist to lead a team of highly talented environmental scientists working in King County's rivers and streams!
The Ecologists Team of the River and Floodplain Management Section (RFMS) works alongside engineers, project managers and planners, is tasked with reducing flood risk while protecting people and infrastructure, and restoring floodplains, aquatic habitats, and fisheries. Come join our dynamic and innovative team as the Supervising Environmental Scientist IV.
In this role, you'll have the opportunity to manage the countywide ecological effectiveness monitoring program of capital flood risk-reduction projects. This is a perfect opportunity for someone who is passionate about protecting people and property from flood-related hazards while restoring and enhancing aquatic habitat and has experience and training in effectively managing a team remotely.
Who is Eligible: This position is open to all qualified candidates, but first consideration will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Environmental Scientist IV classification and having passed probation). This posting may be used to establish a list of qualified candidates for any open positions in the following 6 months.
Job Duties
What You'll Be Doing:
Work Schedule: This full-time position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This position is based on a 40-hour work week. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday. Attendance at evening meetings and weekend events may be required from time to time including for staffing of the Flood Warning Center or Flood Patrol during flood emergencies.

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Job Duties
What You'll Be Doing:
- Supervise and direct staff work assignments (7 mid-level and senior environmental scientists, interns and temporary staff) in the Ecological Services team to meet the goals and objectives of the King County Flood Hazard Management Plan (FHMP) and King County Comprehensive Plan. Supervisory duties include hiring, performance management, career development, team building, mentoring and coaching.
- Oversee and direct implementation of the capital project Effectiveness Monitoring Program including making appropriate staff assignments, reviewing monitoring plans and reports, and coordinating with the WLRD Unified Monitoring Program improvement efforts.
- Assist WLRD and RFMS management team and supervisors on complex and highly sensitive technical and policy issues related to capital improvement projects, environmental investigations, permitting strategies and outreach and participate as a decision-maker on the Capital Gate Committee.
- Represent RFMS and King County on technical and scientific issues with Tribes, regulatory agencies and environmental organizations and represent RFMS on King County Executive initiatives such as Clean Water Healthy Habitat and Strategic Climate Action Plan.
- Oversee and assist with development of scopes of work, schedules, and budgets for consultant contracts to conduct technical studies, collect scientific data, prepare permitting, provide maintenance and construction monitoring services for capital projects and review consultant deliverables.

- Strong written, verbal, and graphic communication skills to present communicate clearly and effectively with people of varying technical and cultural backgrounds.
- Demonstrated organizational and project management skills and experience providing quality assurance for technical and contract work products.
- Ability to work both independently and collaboratively and manage numerous work tasks simultaneously.
- Commitment to furthering personal and team development in cultural competency, equity, and social justice.
- Ability to exercise proper tact and judgment to work effectively in multidisciplinary teams both in the field under adverse weather conditions and in the office, with staff, managers landowners, regulators, consultants, Tribes, and other floodplain stakeholders.
- Master of Science degree in ecology, aquatic biology, fisheries, environmental science, landscape architecture or related field.
- Professional Certifications including PWS, CESCL, or other relevant licensure.
- Supervisory experience overseeing technical staff performance, career growth and development.
