King County Road Services Division has a unique opportunity for you to play an important role in making positive changes to our local environment!

We are looking for a dynamic individual to supervise the Construction Contracting and Programmatic Engineering Teams. You will lead critical functions of the Road Services Division including roadway asset reviews and documentation, capital project contract development, and regulatory reporting tied to funding sources. You will be a key contributor to the agency's strategic priorities of Keeping Roads Safe and Open, investing in our Facilities, and Advancing Equitable Infrastructure.

About (King County Road Services Division) as the largest division within the Department of Local Services, we are responsible for roadways, bridges, and other related infrastructure in the unincorporated areas of King County. The Division is made up of three Sections: Maintenance, Engineering, and Strategic Business Operations (SBOS). This position is located within SBOS in the Program and Project Support Services Unit - a diverse unit that supports the Division through contracting, project management resources, road ratings and road log programs, maintenance/defect bond oversight for road infrastructure from private developments, Title VI compliance, and more.

Job Duties

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
  • Oversee and and manage the construction contract development for capital projects, private development road infrastructure approvals, and road rating program using independent initiative while working with key team members within and outside the division.
  • Develop, facilitate, and lead execution of the prioritized portfolio of projects that maximizes the use of resources while balancing the strategic objective of King County.
  • Support the Unit Manager in the day-to-day administration of the unit, including developing and recommending both long-term and short-term strategic plans.
  • Prepare and oversee preparation of specifications in accordance with APWA/WSDOT Standard Specifications for Road, Bridge, and Municipal Construction and other applicable standards.
  • Review construction plans, cost estimates, and supporting documentation in support of construction contract development.
  • Provide technical expertise in the evaluation and analysis of complex, multi-dimensional, sensitive, and political issues.
  • Prepare and/or approve project schedules, budgets, and work plans to complete assigned work programs and projects.
  • Supervise assigned team members, make recommendations on workloads, assist in the hiring process, recommend corrective actions/provide guidance on performance improvement measures, and provide staff training.
  • Provide technical supervision, oversight, and quality control for assigned team members.
  • Ensure that project scopes, schedules and budgets are maintained, and project continuity is not jeopardized.
  • Participate in the resolution of project management and construction barriers and challenges.
  • Assist in the building of work teams and fostering a culture that encourages collaboration, communication, and team engagement.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of engineering principles, civil engineering disciplines, and progressively responsible experience in engineering design, project management and construction, including two (2) years supervising an engineering staff.
  • Two (2) year's experience in managing and coordinating plan review, site inspections, and contract preparation for road, bridge, and drainage projects.
  • Demonstrated understanding of APWA/WSDOT Standard Specifications for Road, Bridge, and Municipal Construction.
  • Experience reviewing and interpreting large amounts of project financial and performance data to accurately monitor portfolio progress and develop recommendations for successful delivery of the portfolio.
  • Demonstrated experience supervising staff, assessing, and recommending workloads, and evaluating performance.
  • Experience with project management methodologies and principles, including the development, monitoring, and management of budgets, scopes, and schedules.
  • Experience in technical disciplines essential for the design and construction of road projects, including construction techniques, maintenance practices, methodologies, and relevant standards.
  • Demonstrated ability to work in multi-disciplinary collaborate team settings and to actively engage in the development of project designs that encompass multiple project objectives, while accommodating site constraints.
  • Experience preparing technical and non-technical documents, including compliance reporting, and presenting technical information effectively to a variety of audiences.
  • Skill in Microsoft Word, Excel, and Project, database use and manipulation, and Adobe Pro.

We Would Love it if You Have:
  • Valid Washington Professional Engineer (PE) License.
  • Experience with Design-Build or other alternative public works contracts.
  • Familiarity with Construction Specifications Institute (CSI) contracts.
NECESSARY REQUIREMENTS:
  • Valid Washington Driver's License.

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Field visits may occur for observation or review purposes. Field visits will take place on varied terrains and are subject to the PPE requirements specific to each project.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
