- Summary
King County Parks and Recreation Division is seeking a Parks Maintenance Operations Supervisor to provide supervision and direction for assigned Parks Operations work units and to implement best practices for standard operating procedures system wide. This position will build and supervise effective work team, manage and measure performance, develop and implement Parks Maintenance Plans and Site Maintenance Plans, plan and deliver park and trail projects, allocate resources, and set priorities for successful results.

Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work Location: Primarily teleworking; position will report to the Parks Operations facility in Renton in the future.
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.- Job Duties
- Oversee the direction and management of assigned work crews in remote locations, including park districts, regional trails, and backcountry trails.
- Develop, implement, and monitor Site Maintenance Plans for assigned work units. Establish objectives and priorities for work crews and be held accountable for the work performance of work units.
- Develop and monitor annual budgets, staffing plans, and cost estimating for supplies and projects.
- Administer Park programmatic permits such as back country trail building and repair.
- Supervise employees in multiple bargaining units. Administer the provisions of collective bargaining agreements, including investigating and resolving grievances and complaints.
- Direct and control the mobilization of staff in emergency situations.
- Write technical reports, budget requests and correspondence for executive, department or division level signature.
- Identify and implement best operating practices by developing and implementing Site Maintenance Plans for new acquisition and current properties.
- Manage work with electronic maintenance management systems, such as Lucity, including corrective and preventive component work.
- Respond to citizen inquiries.
- Recommend capital improvement projects for Division, review specifications and drawings for CIP projects, participate in project status meetings, walk-throughs, and punch lists.
- Monitor work quality and quantity; provide input and/or prepare performance appraisals to evaluate subordinates as appropriate; issue written reprimands and letters of counseling and/or recommend further disciplinary actions to higher level supervisor when necessary.
- Experience, Qualifications, Knowledge, Skills
Required Qualifications:
- At least five years’ experience in Park Maintenance Operations including working with a variety of skilled, semi-skilled and professional staff such as park maintenance workers, capital project managers, and trails groups.
- Experience in a supervisory or leadership role and experience with performance management.

- Action Oriented: full of energy for things he/she sees as challenging, identifies and seizes new opportunities, steps up to handle tough issues.
- Problem Solving: Ability to identify creative solutions and figure out processes necessary to get things done. Can simplify complex processes. Looks beyond the obvious and doesn’t settle for the first answers.
- Experience in the planning, scheduling, and coordinating of a variety of skilled, semi-skilled and non-skilled workers, supervisors and support staff to satisfy the goals and objectives of the work unit and Division priorities.
- Knowledge of King County Parks’ facilities, policies and procedures.
- Timely and accurate decision-making skills in a wide variety of situations.
- The ability to address and resolve complex internal and external issues with tact and diplomacy across a broad and diverse customer base.
- Skill in managing a vibrant and diverse workforce.
- Skill in analyzing, developing, predicting, monitoring and balancing the budget of a work unit, a program, or a group of facilities.
- Experience in developing resource requirements and cost estimating for park and trail construction and maintenance and determining appropriate equipment and supplies for work unit crews.
- Ability to write specifications for purchases and contract for equipment and services.
- Knowledge of how to develop and maintain preventive maintenance programs focused on trail structures, tree health and park buildings and structures.
- Knowledge of Lean principles and continuous process improvement activities.
- Familiarity with technical and administrative requirements of the National Pollutant Discharge Elimination System (NPDES), for compliance application on Park lands.
- Experience with hazardous tree programs.
- Ability to work effectively with diverse populations, and skilled in interpersonal relations, negotiation and dispute-resolution.
- Ability to communicate in an effective and positive manner with employees, peers, supervisors, customers, County officials and union representatives.
- Pacific Northwest Parks and Recreation Maintenance Management School Certification.
- Accredited training in Parks Risk management.
- Knowledgeable in National Park, Trail and Open Space Standards.
