King County Metro seeks an inspired, hands-on, well-rounded Human Resource Manager I professional with a passion for Human Resources recruitment processes. You will provide hands-on tactical leadership in developing and maintaining a highly skilled workforce and delivering quality Human Resource (HR) services to ensure Metro is an even better place to work, with an emphasis on diversity, inclusion, transparency and employee engagement. This position will support recruitment needs in the Department. This position will collaborate with other Division and Department leaders in relation to Metro's organizational health and labor practices.

The Human Resource Manager I will report to the Metro Transit Human Resource Manager II. You will support the division in efforts to identify best practices, adhere to standard work, and make quality improvements to the delivery of HR recruitment services. You will be using your strong interpersonal skills to build and leverage relationships, build effective teams and networks, influence change and engage in effective problem-solving. You will develop and conduct team development strategies both proactively and, when necessary, to improve team performance, effectively allocating resources to meet business needs.

This position is considered a working manager, so in addition to leading a team of nine highly skilled Human Resource professionals, you will proactively assess and resolve employee relations issues across the division, interpret employment law, and apply HR policies and practices. Our goal is to provide reliable, efficient, customer-focused Human Resource services while at the same time ensuring consistency and reducing organizational liability.
This recruitment process will be used to fill one (1) Special Duty Assignment (SDA) position. This SDA is expected to last 4 months in duration, with the possibility of extension.

Job Duties

  • Manage high-quality and timely Human Resource functions for Metro Transit which may include the following:
    • Shape and implement systems for recruiting, developing, and retaining a high quality, diverse workforce that is prepared for the evolving business needs of the future.
    • Manage systems for effective management of human resource data and records.
    • Communicate complex HR ideas effectively in multiple settings with diverse audiences.
    • Ensure administration of human resources practices in adherence with collective bargaining agreements and applicable federal, state and local employment laws.
  • Build and lead effective teams by:
    • Allocate staff and resources to meet recruitment demands and workload fluctuations.
    • Coach, mentor, and develop direct reports, as well as coach other managers to do the same.
    • Set goals for high-quality and customer-focused service.
    • Measure progress on achieving goals.
  • Model best practices in managing employees by:
    • Create an environment of continuous learning and development of skills.
    • Foster a model of every employee being accountable for high-quality service delivery.
    • Contribute to creating a work environment that is welcoming to all employees.

Experience, Qualifications, Knowledge, Skills



Minimum Qualifications
  • Five years of progressively responsible experience in Human Resources with an emphasis in the area of Recruitment, with at least One year managing staff; OR
  • Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform the work.
Other Qualifications:
  • Knowledge of HR generalist functions including employment, labor relations, training, recruitment, classification/compensation and performance management.
  • A proven track record in developing and implementing innovative strategies, best practices and goals in human resources.
  • Experience working in a unionized and highly complex labor relations environment.
  • Experience providing legally defensible advice and opinions to applicants, existing employees, supervisors and managers.
  • Demonstrated ability developing strong and effective working relationships with employees, colleagues and external stakeholders.
  • Excellent customer service, people management and interpersonal skills, including ability to work productively with different levels of management and staff under challenging conditions.
  • Skill in dealing effectively with groups or individuals in sensitive situations.
  • Demonstrates behaviors that reflect fairness, respect, and inclusiveness.
  • Ability to effectively supervise and contribute to a work environment that embraces and encourages diversity and inclusion in its workforce and where differences are valued.
Desired Qualifications
  • Experience working in a public sector human resources agency; skilled in working within a political environment.
  • Skill in developing and facilitating training to staff, employees, labor groups and management.
  • Experience supervising multiple employees.

Who May Apply
This recruitment is open ONLY to current King County employees who are in a Career Service position and have passed their probationary period to qualify for this SDA.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and overtime eligible. Work hours are comprised of a 40-hour workweek within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday.
