The Permitting Division of King County’s Department of Local Services is looking for a detail oriented, customer-focused Talent Specialist to join our team. The Permitting Division will be ramping up staffing in the coming months and will be adding to our team of talented professionals and your focus will be on finding great talent for multiple positions. In this role, your focus will be on providing full-cycle recruiting services, consultation, guidance, analysis, and managing processes and activities that support King County's equitable recruitment objectives. Our ideal candidate will know how to identify top quality talent and will create a strong and unique recruiting and sourcing plan for each position. We are looking for someone with great energy and innovative ideas to enhance the quality and diversity of our applicant pools.
The successful candidate will have a strong foundation of knowledge in Human Resources and they will bring hands-on experience supporting recruitment and selection activities in a public-sector environment, as well as proficiency as a NEOGOV Insight user. - Job Duties
- Manage and perform full-cycle recruitment processes. Partner with hiring managers and internal stakeholders to identify position requirements and understand hiring needs;
- Engage with and source applicants. Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events. Manage the candidate relationship from beginning to end;
- Promote King County as an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice goals;
- Educate and train hiring managers on processes and practices for identifying, attracting, assessing, and closing qualified, diverse talent;
- Gather and report on crucial recruitment metrics.
- Provide professional support in the efficient use and maintenance of information in the Applicant Tracking System (ATS) NEOGOV.
- Provide professional level consultation demonstrating skill, ability and knowledge in employment rules, practices, policies and laws and apply these independently in the course of daily duties
- Make decisions on complex scenarios and routinely utilize discretion and independent judgment. Issues may involve competing interests, multiple clients, conflicting rules or practices, a range of possible solutions, or other elements that contribute to complexity.
- Utilize substantive knowledge of a variety of recruitment and employment related regulations, rules, policies, procedures, processes, materials, and/or equipment.
- Experience, Qualifications, Knowledge, Skills
Knowledge of:
- Human resources principles, practices, legal environment, trends, and functions specifically focused on recruitment and selection laws and regulations.
- Human resource reporting and recordkeeping requirements.
- Fair employment practices, laws and regulations; nondiscrimination, Americans with Disabilities Act, civil rights laws, and legislation.
- Principles, methods, and practical applications of employee recruitment, selection, and placement.
Skill in: - Managing full-cycle recruitments including providing consultative advice to hiring managers.
- Development and implementation of screening techniques to broaden applicant pools and creating applicant centered processes including preparing candidates for interviews – reviewing culture, organization structure, job description, competencies and expectations;
- Have a genuine collaborative and consultative style in their approach to their work, understands the importance of building effective relationships with hiring managers, team members, stakeholders and candidates;
- NEOGOV's Insight module as used in the recruitment and selection process.
- Verbal and written communication.
- Research, analysis, and independent thinking.
- Production of data and program content reports, and employee information materials.
- Presentation delivery before groups and committees.
- Recommendation development on a range of recruitment issues.

Qualifications: - Experience in progressively responsible roles where performing recruitment activities was a primary function of the assigned duties; OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Those applicants who pass the initial screening will be invited to interview the week of July 19, 2021.
WHO MAY APPLY:
This full-time position may be filled as Term Limited Temporary (TLT), and is open to all qualified applicants, or Special Duty assignment for current King County Career Service employees who have passed their probationary period. Current King County employees must have permission from their supervisor to be eligible for the Special Duty assignment.
Pay upon SDA placement: Current employees selected for SDA will be compensated based on the provisions of the Collective Bargaining Agreement or Master Labor Agreement for their base assignment if applicable.
This recruitment may be used to fill vacancies for up to 6 months. Including career service, special duty assignments, STT and TLT opportunities.
WORK SCHEDULE
The work week is normally Monday through Friday, 7:00 a.m. to 4:00 p.m., but may at times require work outside of normal business hours and/or on weekends. This full-time position is overtime eligible.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
