Summary



King County Road Services Division is seeking a Traffic Safety Investigations Engineer (Engineer III) to join our dynamic team. Our selected candidate will design safety improvements for various class of roadways throughout unincorporated King County. This engineer will also provide traffic engineering expertise to residents of unincorporated King County, contract cities, and other agencies within the county. Additionally, this position performs analysis of technical traffic engineering studies, including traffic condition studies, speed limit analysis, and data research. Job Duties



Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Extensive experience that demonstrates knowledge of traffic/transportation engineering in traffic safety investigations;
  • Advanced experience interpreting and applying the Manual on Uniform Traffic Control Devices (MUTCD), FHWA and AASHTO Guidelines;
  • Experience applying traffic analysis methods for the design of roadway channelization and traffic calming techniques in complex situations;
  • Demonstrated technical competency in traffic operations and traffic engineering technology as it relates to the planning, engineering, design, and operational needs of the roadway system;
  • Knowledge and application of traffic engineering analysis techniques, including multi-way stop warrants, accident rates and speed limit analysis;
  • Advanced knowledge of national traffic engineering standard practices;
  • Advanced knowledge of Roadworks work order system or similar;
  • Advanced knowledge of the sign-log/milepost and route order systems or similar;
  • Advanced knowledge of project management rules and techniques and experience acting as project manager for design and construction of projects;
  • Knowledge in transportation planning functions;
  • Ability to efficiently and safely work in traffic to field locate traffic control devices including signs and pavement markings;
  • Ability to write project scope, develop schedules and cost estimates for traffic analysis projects.
  • Strong verbal and written communication skills.

Experience, Qualifications, Knowledge, Skills

  • Experienced in interpreting highly technical reports and studies;
  • Experienced in effectively managing multiple projects and priorities under close deadlines and changing priorities;
  • Ability to develop and independently review consultant submitted scope, schedule and fee proposals;
  • Ability to work independently and in a team environment;
  • Ability to work within a diverse and multi-disciplinary team including coworkers and team members, the public, development industry customers, supervisors and community partner groups to identify and address roadway safety concerns and effectively communicate potential solutions.
  • Ability to efficiently work in active traffic to field locate traffic control devices including signs and pavement markings;
  • Ability to write project scope, develop schedules and cost estimates for traffic analysis projects.
Additional Requirements (successful candidates must):
  • Valid Washington State Driver's License
  • Successfully pass a pre-employment physical

Desirable Requirements:
  • State of Washington Professional Engineer (P.E.) License OR
  • Professional Traffic Operations Engineer (PTOE) License

INTERVIEW SCHEDULE:
Those applicants who pass the initial screening will be invited to participate in an interview the week of 12/9/2024.

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.

EMERGENCY DESIGNATION STATUS: This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
