King County Metro Transit is seeking a skilled Training Instructional Designer to develop the coursework for multiple training programs within Bus Operations.
The Training Instructional Designer (TID) will design and create engaging learning activities and compelling course content to help employees grow their careers within Metro's Bus Operations division. The person selected for this role will wear multiple hats, playing the role of content creator, innovator, researcher, developer, and hopefully "drone pilot". They will identify the learning objectives, performance expectations, skills, and knowledge required to ensure that safe, quality services are delivered according to our standards, best practices, and rules. The TID is also responsible for understanding possible learning gaps within course content to create, select, and/or suggest learning experiences to fill these gaps. This work directly impacts the equitable opportunities for career growth amongst our most essential workers at Metro Transit and will be a key contributor to our culture of inclusion and belonging within Bus Operations.
Our most competitive applicants will demonstrate a comprehensive and methodical approach to structuring sequential and non-sequential learning content for adult learners using a variety of technical skills, software, online learning systems, and methods (such as videos, voice overs, drone work, etc.). They will also be skilled in creating learning content and course structure that fosters a respectful and supportive environment that encourages personal and professional development for our diverse population of employees.
This recruitment will be used to hire (1) Career Service position. It may also be used to establish an eligibility pool to fill future Career Service, Special Duty Assignment/Temp -Limited Temporary vacancies that may become open in this classification within this Division. The pool will be valid for 12 months upon creation and may be used at the discretion of the hiring manager, until exhausted or until all candidates are placed.
About the Training Instructional Design Team:
This position is part of a small team of highly collaborative, energetic, and agile Transit Instructional Designers and Transit Instructors who create, prepare, and deliver training content for programs related to onboarding new bus operators, supervisors in training, and refresher trainings/ in-services for other professionals and leaders.
About the Bus Operations Division
The Bus Operations Division provides exemplary bus service to more than 400,000 people in King County every day of the year. Bus Operations not only oversees the operation of Metro's seven bases (plus an additional base under design), but also ensures that there is 24/7 support for operators on the roads and manages the quality of service and responses to large events and adverse weather. Operations also ensures that each of our 3,000+ transit operators are well-trained and able to provide safe, reliable, and courteous service to the riding public.

- Develop, design, and manage entire courses and curriculum for various learning programs within Bus Operations. This includes:
- Stating instructional end goals and creating content that matches them
- Creating supplemental guides, manuals, resources, activities, assignments, and assessments as determined by a needs assessment
- Creating learning experiences and environments (audio, video, simulations, gamification, etc.)
- Writing scripts for video and audio content; creating and testing multimedia
- Structuring content and activities for optimized learning
- Devising modes of assessment to measure effectiveness of courses and content
- Reshaping content for changing needs
- Furthering the design and development of existing curriculum and training materials
- Conduct internal and external research as required to develop comprehensive learning programs, collaborate with subject matter experts.
- Apply tested instructional design theories, practice, and methods, particularly for adult learners.
- Edit documentation for accuracy, clarity, and consistency referring to accepted editing standards.
- Ensure overall quality, integrity, organization, and execution of the learning design components meet agreed-to quality criteria, business objectives, and project timeline.
- Assist team members to establish and maintain high educational standards, a culture of belonging, and a supportive learning environment for all. Train instructors how to use learning technologies and how to deliver content/ material.
- Proactively communicate status updates, project-level risks and issues with timeline, scope, or budget to key stakeholders and management. Request feedback related to deliverables and executing action items.
- Conduct needs assessment and training needs analysis activities. Identify training needs and perform gap analysis. Proactively recommend innovative learning and development approaches and conduct course evaluation and analysis.
- Participate with department management team in developing, implementing, and evaluating overall program strategies.
- Provide performance feedback and evaluations for trainers based on learning objectives and course content.
- Identify continuous improvement areas based on lessons learned; modify process steps as appropriate for client situation with direction from manager.
- Must be able to assess user needs and use assessment tools to determine effectiveness of training programs.
- Must have strong interpersonal and communication skills while interacting with peers, management, and learners.
- Keep current on best practices in instructional design.
- Perform other related job duties as assigned.
To be considered eligible for this position, applicants must demonstrate that they possess these MINIMUM QUALIFICATIONS:
- Working knowledge and skill in developing and implementing comprehensive training programs for professional development, technical proficiency, and to meet regulatory mandates.
- Hands-on experience designing and developing adult learning experiences across multiple learning modalities (online, virtual, classroom, blended and social).
- Knowledge of adult learning theory, practice and methodology.
- The ability to build rapport and relationships with employee populations that are widely diverse in economical background, language needs, skill level, tenure, and role.
- Effective written and verbal communication skills (English) that support an inclusive learning environment for all.
- Time management skills and the ability to manage multiple projects and daily responsibilities effectively and efficiently.
- Problem solving skills that reflect methodical thinking, analysis, and resourcefulness.

- Knowledgeable in policies and procedures of Transit/Bus Operations.
- Skill or experience in adjusting materials based on cultural needs, regional constraints, and localization or translation considerations.
- Video editing and/or production skills.
- Ability to plan and estimate tasks.
- WA State Commercial Driver's License with endorsements.
- Skill or experience in developing online learning content using an online learning system to deliver tools, curriculum, and track the progress of students.
- Demonstrated ability to conduct effective needs assessments and develop successful, professional training programs based upon information obtained.
- Excellent knowledge of learning theories and instructional design models, including assessments.
- Knowledge of project management principles and oversight techniques that keep teams on track with deliverables and deadlines.
- The ability to gather, analyze, and interpret operational performance data, metrics, and survey results to continuously improve the course content trained.
- Math skills that support accurate analysis of statistics, success rates, and the effectiveness of learning material.
- Experience and skill related to piloting drones, preferably with an FAA Part 107 Drone License
- Graphic design and illustration experience.
- Intermediate or advanced skills with Microsoft Office (Word, PowerPoint, Excel, Teams) and Adobe Creative Cloud.
- Experience operating a mass transit vehicle, or in an education/training role for adult learners.
- Knowledge of the roles and responsibilities for both transit operators and first line supervisors.
- Knowledge of Metro Transit's ATU collective bargaining agreement, and internal Metro Transit policies and procedures.
