This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
This position is not represented by a union.
The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings . Employees will have access to shared workspaces at various King County facilities . Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

- Further establish, develop, and manage the Transit Capital Planning and Portfolio Management Section to deliver high-quality, well-coordinated, timely capital projects.
- Build teams, hire, direct, supervise, coach, discipline, and mentor staff involved in the planning, initiation, and implementation of capital projects.
- Ensure that employee and public safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices.
- Partner with unions and other internal and external stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive work environment.
- Plan and implement strategic goals and policies; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement.
- Lead and manage the development of new initiatives, efficiencies, and operational methods; determine and select technology and equipment; and direct program and procedure development, implementation, monitoring, and reporting.
- Lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
- Develop and implement section performance measures and annual goals and objectives. Support supervisors to develop performance measures and standards for work groups and staff within the section.
- Lead and manage the development and updates to the Capital Improvement Program (CIP).
- Develop, implement, and maintain standards, policies and procedures for capital planning, engineering, project management, construction management and related work. Ensure compliance with applicable laws, regulations, and policies. Analyze and interpret operating policies, procedures, and guidelines. Develop recommendations for improvements.
- Supervise, negotiate, approve, and manage consultant contracts.
- Develop, approve, and monitor budget; determine and allocate resources.
- Other duties as assigned.

Qualifications
- A Bachelor's degree in Engineering, Construction Management, Business Management, Public Administration, or related field and increasingly responsible experience in the field of capital project planning and management, including at least three years of supervisory and/or management experience.
- Advanced knowledge of capital project planning techniques and principles.
- Knowledge of public finance, budgeting techniques and principles.
- Knowledge of engineering techniques and principles (typically found in four years of college training).
- Knowledge of the legislative process and skill in working with elected officials, regulatory agency representatives and the public.
- Have demonstrated experience building effective teams in diverse work environments while creating strong morale, instilling vision and purpose, and fostering open dialogue.
- Are interested in and inspired to develop and lead direct reports, furthering people's career goals, providing challenging and stretching tasks and assignments, and effectively developing all levels of staff.
- Know how to build relationships and treat all employees and customers equitably, with respect and dignity, as well as solve problems for the good of all.
- Have experience working with labor and ability to develop and nurture strong, productive relationships with union leadership, respecting established processes and fostering an environment of mutual respect.
- Are excellent communicators, in both oral and written communications.
