We are searching for a savvy program manager to lead a small team of transportation project planners. The team delivers high profile and valuable projects that improve people's access to transportation options and advance mobility opportunities for residents in King County, especially where needs are greatest and to reduce the environmental of motor vehicles. Our award-winning Transportation Demand Management Team works on effecting travel behavior change through partnership with local cities, transit agencies, employers, and community organizations to reduce barriers to mobility.
As the Transportation Demand Management Program Lead (Transportation Planner IV), you will work with the team to deliver programs that strive to communicate more inclusively and serve new markets, manage grant funding, and coordinate with partners both internally and throughout the region on advancing TDM policy and programming. We are accepting applications from all qualified applicants. This recruitment will be used to fill 1 (one) immediate vacancy as a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA). To qualify for the SDA you must be a current King County Career Service employee and have passed your initial KC probationary period.
This assignment is expected to last for 12 months with the possibility of extension. This recruitment may also be used to generate an eligibility pool for future vacancies that occur in this classification within 6 months of the creation of the pool and at the discretion of the hiring authority.- Job Duties

Lead a team of up to 8 staff, building a collaborative team environment and developing capacity within each member
Deliver key initiatives for the TDM team, with a focus on improving existing programs and developing new strategies to effectively reach priority populations
Coordinate and build relationships across the agency and the industry to leverage resources, opportunities, and enhance program effectiveness
Collaborate with internal and external stakeholders, customers, and represent Metro Transit TDM at inter-agency coalitions, project meetings, and professional conferences
Develop section budgets related to the TDM program, initiate grant applications and partnerships to fund projects, and engage in transparent TDM budget oversight
Advocate for TDM priorities and programs, deftly navigate bureaucracy and creatively solve problems and to move projects forward
Commit to social justice, equity, sustainability, and disruption to effect change and foster a diverse and inclusive work environment

Minimum Qualifications:
- Demonstrated experience in program and project management, with the proven ability to manage, prioritize, and organize a complex and varied workload in a fast-paced and evolving environment.
- Experience developing detailed project scopes, schedules, and budgets that include processes for monitoring and evaluating progress, informed by both quantitative data analysis and qualitative data inputs, while working in partnership with diverse stakeholders.
- Strong leadership, communication and interpersonal skills including experience building a collaborative team environment and leading a diverse group of highly skilled professionals.
- Experience working with corporate, agency, or local government leadership, including elected officials and have an understanding of governmental structures.
- Ability to absorb new and complex information, translating that into effective communication for a variety of audiences including elected and appointed officials, community groups, and a broad array of internal/external stakeholders.
- Capacity to develop interest-based partnerships, negotiate agreements and leverage new opportunities.
- Ability to engage in grant writing, related project tracking, including grant related budget development and oversite, as well as vendor management.
- Ability to manage and resolve conflicts and remove barriers to project completion.
- Bachelor's degree or higher in Public Policy, Public Administration, Urban Planning, Business, Communications, Project Management, Economics, Transportation, Sociology, Environmental Science, or a related field and/or equivalent work experience.
- Familiarity with King County procurement procedures, managing contracts and relationships with third party vendors or consultants.
- Experience in achieving operational and process improvement, including developing standard procedures to promote efficiency.
- Ability to apply User Centered Design principles to project development efforts.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. A typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
