Summary
The Project Management unit in the Wastewater Treatment Division is seeking a Capital Project Manager III (WCPM III). This position will focus on capital wastewater projects containing Operational Technology, Information Technology, process automation, control systems, industrial telemetry systems, Supervisory Control & Data Acquisition (SCADA) and industrial electrical systems components in addition to wastewater utility, public works, infrastructure, buildings, mechanical systems, and asset replacement elements. Skills executing capital projects outside wastewater treatment will be considered.

Working Conditions
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104 with required visits to active construction sites and wastewater facilities as needed.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
- Lead and direct high priority projects and project teams, which often require considerable resources and high levels of functional integration. Establish and maintain project interpersonal relationships and overall team dynamics throughout the project.
- Effectively apply Project Management industry standards and practices in the areas of project planning, coordinating, scope management, budget management, schedule management, monitoring/control, and reporting on assigned capital projects. Perform duties as defined in the WTD project management manual using PMI methodology.
- Perform project initiation, planning, execution, monitoring/control, and closeout for assigned projects. Develop project plans, manage the project scope of work, schedule, budget and contract requirements, execute plans for the design, procurement and construction phase of assigned projects.
- Procure and administer project and contract requirements and standards in accordance with King County policies and procedures.
- Monitor and control project work, report on status of assigned projects, measure project performance using appropriate tools and techniques, identify and quantify variances, perform required corrective actions, and communicate to all stakeholders.
- Possess a bachelor's degree in project management, engineering, construction management, business administration or closely related field OR a combination of education and experience that clearly demonstrates the ability to perform the specified Job Duties, Qualifications, Knowledge, and Skills of the classification.
- Knowledge of project management processes and knowledge areas as described by the Project Management Institute (PMI) Management Body of Knowledge.
- Awareness of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
- Working knowledge of computer and common business applications.
- Excellent oral and written communication skills and demonstrated ability to communicate clearly and work effectively with a variety of staff possessing varied skill / knowledge levels.
- Experience building and leading high performing project teams and collaboratively working through project decisions.
- Experience working effectively with a variety of project stakeholders, such as senior management, local jurisdictions, regulatory agencies, and community groups.
- Skills in conflict resolution, negotiation, and emotional self-awareness.
- Demonstrated ability to handle periods of high workloads with strong business and project management acumen.
- Excellent skills in both Management and Leadership and a strong understanding of both areas of competence.
- Work experience as a capital project manager in:
- Projects containing Operational Technology, Information Technology, process automation, control systems, industrial telemetry systems, SCADA and industrial electrical systems components.
- Projects containing wastewater utility, public works, infrastructure, buildings, mechanical systems, and asset replacement elements.
- Broad knowledge of delivering Operational Technology projects with Information Technology components to meet business cost and service level expectations.
- Familiarity with Operational Technology applications and systems such as OSI PI and Industrial Control Systems (ICS).
- Advanced team building, conflict resolution, and negotiation skills to facilitate the effective exchange of information, problem solving, and the ability to use collaborative processes to successfully execute projects involving a diverse group of individuals from a matrix organization.
- Ability to remain calm and focused while under periods of stress or conflict.
