WHO MAY APPLY: This position is open to internal candidates employed by the King County Wastewater Treatment Division (WTD). WTD employees in Teamsters Local 117 Supervisors, and Professional, Technical & Administrative units will have first consideration.
Additionally, $1.00 per hour from the base wage will be diverted to the Western Conference of Teamsters Pension Trust Fund.

WORK SCHEDULE: Standard working hours are 40 hours per week. Applicants must be available to work any assigned schedule. This position will provide back-up on-call responsibilities spanning 24 / 7. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible.
- Job Duties
JOB SUMMARY: The primary responsibility of this position includes unifying and managing the WTD Operations technical and operations training program and supervising assigned staff in support of this objective at East and West operating sites. To ensure the highest level of employee knowledge & performance for the WTD’s Operations & Maintenance groups, this position is responsible for the development, implementation and monitoring of a unified work and training plan and monitoring of both East and West Section training budgets. Employees working at this level may implement multiple project objectives and priorities
- Develop and oversee the planning, scheduling and work activities of both East and West Section technical training groups including the formulation and execution of unified training goals, practical instruction strategies and Operator-in-training (OIT) support initiatives.
- Supervise assigned staff in support of the objectives of the technical training program at both East and West Operating Sections.
- Lead in the development of Key Performance Indicators (KPIs) that will provide an accurate measure of meeting primary training goals including maintaining minimum operator proficiencies in critical operations and SOPs.
- Working w/ Human Resources, manage the screening and selection of new operators including field testing and conducting interviews of prospective operators while embracing modern ESJ principles to ensure the highest diversity of candidates.
- Manage, schedule and conduct specialized operations plant systems training including familiarization walkthroughs, operator cross-training and new technology training.
- As assigned, lead special project development, testing and implementation.
- Prepare performance appraisals for assigned staff, maintain staff records and execute King County protocols for disciplinary action when warranted.
- Develop and execute work plan for identifying, developing and implementing modifications and or revisions to existing operating procedures and plant operating manuals.
- Working w/ engineering Technical Standards Committee (TSC), develop and edit Guide Specifications and standards that enhance training and SOP capital project deliverables.
- Ensure proper safety precautions are followed by assigned staff. Participate in plant safety meetings. Support Process Safety Management (PSM) and Life Safety Management (LSM) directives as assigned.
- As directed, investigate complaints as well as answer inquiries from the general public; provide information to interested parties on issues within a specialized skill set.
- Work with fellow supervisors and operations managers in the planning and implementation of new training methods, technologies and tools to better support operations and maintenance staff.
- Provide strategic direction and guidance for all WTD Operations Facilities to ensure strong alignment in the development and application of a unified training program.
- Experience, Qualifications, Knowledge, Skills
- Experience supervising and managing a program in direct support of enhancing operational training and SOP proficiency.
- Experience in the successful development and implementation of technologically advanced training tools such as web-based and virtual reality (VR) platforms in an industrial environment.
- Previous experience developing a centralized training program that incorporates diverse methods and techniques in the deployment of technical training in an industrial environment.
- Experience in working with technical writing groups to document and update operator guidance documentation including Standard Operating Procedures (SOP’s) and other procedural standards.
- Advanced knowledge of accepted supervisory principles and practices
- Knowledge of work planning principles and techniques
- Knowledge of job/project estimating principles and techniques
- Knowledge of County, Washington State and federal laws and regulations pertaining to the area of specialization.
- Knowledge of occupational hazards and safety precautions, budget development, monitoring and administration skills, advanced communications skills (oral and written), customer relations skills.
- Skill in assigning, coordinating and supervising the work of subordinates
- Skill in establishing and maintaining effective working relationships with supervisors and subordinates
- Skill in dealing tactfully and courteously with the public and in-house customers.
- Skill in dealing with stressful situations
LICENSING / CERTIFICATION REQUIREMENTS:- Washington State Wastewater Treatment Group III Certification or higher
- Valid Driver's license

SELECTION PROCESS: Transfer candidates will be selected based on the CBA. A competitive process including reviews of performance appraisal, personnel files, internal reference, BT / Vacation usage logs, etc., will also be conducted prior to any final offer.
