WHO MAY APPLY: This position is open to qualified S.E.I.U., Wastewater Local 925 Senior Operators with a Group III Wastewater Treatment Certification issued by Washington State Department of Ecology. Selection will follow Article 8.7 of the Local 925 CBA. This is a competitive recruitment, not subject to the transfer process. Additionally, this is a non- permanent, 3-year assignment.

WORK SCHEDULE: The treatment plants are operated 24/7. This position is currently assigned to work a 4 x 10 schedule. The schedule will be determined by business needs. Additionally, this position may fill in for Shift Operators at Brightwater and may include working any rotating shift. The positon may be assigned special projects which require overtime to complete. Applicants must be available to work any and all assigned shift schedules. This position is overtime eligible
- Job Duties
JOB DESCRIPTION: The responsibilities of this classification include planning, scheduling, coordinating, directing, monitoring and reviewing a crew's daily work, assigned treatment process and/or special project. Incumbents lead, train and provide technical expertise to operate, monitor and maintain wastewater treatment odor control equipment and/or the collection and conveyance systems and processes.
JOB DUTIES:- Serve in a lead capacity to operate, monitor, troubleshoot, and maintain wastewater treatment and odor control equipment and biological, chemical, mechanical and hydraulic processes.
- Provide advanced level troubleshooting, problem-solving, coordination and decision-making when performing duties, particularly in on-site, unusual and/or emergency situations. Be on-call after hours for such situations.
- Recommend and/or determine changes to the wastewater process to meet federal and Washington State permits and regulations and to optimize plant performance. Provide broad, in-depth on-the-job training to other wastewater operations staff.
- Plan, schedule, coordinate and perform maintenance for assigned wastewater facilities, systems and processes. Coordinate and perform the on-site response to unusual occurrences and emergencies.
- Conduct sampling and tests or (analyses) of wastewater and recommend changes to process to meet federal and Washington State permits and regulations and to optimize wastewater plant performance.
- Serve as a team leader and technical resource to the other staff, the general public and external agencies.
- Operate, monitor and control wastewater equipment and systems with complex computer systems.
- Assume the full operational responsibilities for shift and rotating shifts as assigned by the supervisor in the absence of the Wastewater Treatment Supervisor.
- Plan, schedule, coordinate, monitor and review the daily work of a crew. Coordinate multiple workgroups and prepare reports for assigned system or process.
- Communicate with the public, construction personnel, consultants and engineers to resolve complaints, provide construction assistance, give tours and carry out related duties.
- Assist supervisor in performance feedback and evaluation of personnel; make recommendations on performance improvement measures.
- Identify and work with others (supervisor and/or other staff) in purchasing supplies and equipment; maintain inventory; ensure purchasing procedures are followed; provide data for budget forecasting.
- Coordinate and provide technical expertise on large special projects.
- Plan, schedule and prioritize work with other divisions, departments and agencies.

- Experience, Qualifications, Knowledge, Skills
- Knowledge of project management techniques and principles.
- Advanced knowledge of how to manually start and stop equipment, systems and processes at all levels of control.
- Advanced knowledge with operating, monitoring, maintaining and training on plant-wide gas, chlorination, heating, ventilating and air conditioning, odor control, electrical, water, air and hydraulic equipment and systems.
- Advanced knowledge with operating, monitoring, maintaining and training on the equipment and systems in the preliminary treatment area, primary treatment area, secondary area and solids handling area, and in the collection and conveyance system.
- Knowledge of purchasing policies and procedures.
- Skill in the application of safety policies, procedures and practices for confined-space entry, fall protection, hazard communication, recognition and control, hazardous energy control, emergency response and evacuation, accident prevention, hearing conservation, back injury prevention, respiratory protection, fire safety, department facilities and operations, forklift training, overhead cranes, and plant-specific and department-wide safety information.
- Skill in managing written and/or computerized information systems including logs, reports, laboratory and process data, trouble reports and work requests.
- Knowledge of and skill in applying leadership techniques and principles.
- Skill in oral and written communication techniques and principles and to apply this skill to read, write and follow oral and written instructions.
- Skill in maintaining and establishing effective working relationships with diverse group of individuals in varying occupations, the general public and other work groups.
- Skill in facilitating short-term workload planning, budgeting, training and performance management.
- Skill in the application of business principles for a team environment, including the business planning process, the establishment of standards and feedback, communication, listening and feedback, conflict resolution, effective team meetings, problem solving, decision making and facilitation.
- Skill in interpreting and applying technical information from plant drawings, technical data sheets, operations and maintenance manuals and laboratory test results. Use laboratory test results to identify normal and abnormal operating conditions.
- Advanced troubleshooting skills for complex wastewater treatment systems and processes and complex odor control systems.
- Skill in operating and providing training on specialized equipment such as forklifts, vactor trucks, portable pumps, cranes, generators and safety equipment.
MINIMUM QUALIFICATIONS:
Demonstrated direct experience and skills or transferable related experience and skills in:- Operating membrane Treatment Plants larger than 5 mgd rated capacity
- Leading, training and providing technical expertise to operations crews for all aspects of a large treatment plant
- Reclaimed water production and distribution Operating large scale odor control facilities Operating large pump stations
Licensing, Certification & Other Requirements:- Washington Group III Wastewater Treatment Plant Operator certification from the Washington State Department of Ecology
- A valid Driver's License
The position is required to report to work during adverse and inclement weather conditions.
Incumbents perform fieldwork at a wastewater treatment plant and associated facilities and are required to lift and carry equipment weighing up to 50 pounds, work in confined spaces, climb in and out of tanks using ladders, and work around noxious odors and high noise levels.

SELECTION PROCESS: This selection will follow Local 925's CBA Article 8.7 Senior Operator-in- Charge. and the competitive process based on the Local 925's CBA Article 8.4. Reviews of performance appraisals, personnel files, internal reference, BT usage logs, etc. will also be conducted prior to any final job offer.
