Water Quality Planner/Project Manager II (Mitigation and Monitoring)

WHO MAY APPLY: This position is open to internal candidates employed by the King County Wastewater Treatment Division (WTD). JOB SUMMARY: This position will fulfill duties for the Wastewater Treatment Division (WTD), Environmental Services Unit (ESU), Mitigation and Monitoring Program (Program). The Program is responsible for overseeing vegetation maintenance at restoration sites within critical areas that have been disturbed by WTD major capital project (MCIP) improvement construction. Field tasks include conducting vegetation monitoring transects and species identification, water quality equipment installation and follow-up data collection and analysis. Candidates must have excellent writing skills as this position will be responsible for writing monitoring reports submitted to regulatory agencies to fulfill local, state, and federal permit conditions. The position will require strong skills in database management and much of the work will require using online programs and tools. Other important job duties will be reviewing restoration design drawings during project planning phases, obtaining permits, as needed, working on project specifications, site restoration support during construction, and floating wetlands design and monitoring.
WORK LOCATION: Following the guidance given in the "GreenWhereWeWork" initiative of the Department of Natural Resources and Parks, this position will work remotely. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.
OFFICE EQUIPMENT: A laptop will be supplied by King County.
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday. Weekend and evening work may be required occasionally to meet with the public and to respond to emergencies.

- Job Duties
- Work on teams and coordinate the development of Program strategies, goals, and objectives.
- Assist ESU environmental planners and provide guidance on restoration design and vegetation planting plans during MCIPs planning phases. Assist with developing mitigation strategies and creating performance standards to reduce risk and minimize maintenance costs of WTD mitigation sites.
- Obtain permits as needed.
- Conduct annual transect surveys.
- Transmit, upload, analyze, and summarize raw water quality data collected in the field to Excel databases.
- Write and submit annual monitoring reports to regulatory agencies outlining performance standards results.
- Upload files and maintain Program SharePoint site.
- Assist with drone operations and analyze orthomosaic data.
- Enter project information on PRISM as required.
- Contribute to blogs stories for Program website.
- Provide oversight of procurement processes that provide services to support regulated activities.
- Oversee the design, implementation, and maintenance for two innovation projects (Willow Rafts and Floating Wetlands) and collaborate with regulatory agencies, as needed.
- Oversee professional consultant staff and create new work orders, as needed.
- Assist WTD Engineering staff on guide/project specifications associated with site restoration.
- Experience, Qualifications, Knowledge, Skills
The successful candidates will demonstrate the following competencies:

The ideal candidate should have:
- A bachelor's degree in environmental sciences/studies or closely related field or the equivalent combination of education and experience.
- Three years’ experience reviewing restoration design drawings, observing installation of restoration plantings in the field, overseeing landscaper site maintenance, and writing and submitting annual reports to regulatory agencies.
- Experience working on multidisciplinary teams and the ability to resolve interpersonal conflicts successfully.
- Experience developing and conducting transects and other survey methodologies for projects.
- Experience calibrating equipment and conducting water quality sampling for temperature, dissolved oxygen, turbidity, and pH.
- Advanced skills and experience using and deploying water quality equipment, downloading and importing into databases, and summarizing results using established scientific and statistical methodologies.
- Experience using GIS mapping, ESRI ArcGIS Online, GPS Pathfinder Office, and water quality programs such as Aqua4Plus and HOBOware.
- Must be adept using Excel, SharePoint, and drone imagery analysis. Familiarity with Bluebeam also required.
- Experience designing and monitoring floating wetlands projects.
- Experience working on drone surveys and analyzing/processing orthomosaic data results.
- Experience using the Washington Department of Ecology (Ecology), the US Army Corps of Engineers (USACOE), and the Environmental Protection Agency Region10 manual Wetland Mitigation in Washington State, Parts 1 & 2 to determine appropriate mitigation ratios.
- Knowledge and experience evaluating and/or developing wetland/stream mitigation and restoration plans to determine if performance standards can be met within proposed timelines.
- Experience identifying native/non-native plant species and specific niche requirements in a landscape.
- Experience writing and submitting annual monitoring reports required by regulatory agencies.
- Professional field experience overseeing work activities on construction sites to ensure restoration is conducted per drawing specifications.
- Experience working on construction specifications affiliated with restoration.

- Ability to handle multiple tasks and projects simultaneously to meet various deadlines.
- Experience in public works and wastewater treatment system planning and construction projects.
- Washington State Driver's License or the ability to provide transportation to remote work locations with limited or no public transportation services.
