Workforce Development Training Lead - PPM III
- Summary
Best Starts for Kids is a King County initiative to improve the health and well–being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). One of Best Starts’ key focus areas is Investing Early in children ages 0-5, which includes a variety of strategies such as workforce development, developmental screenings, Early Support for Infants and Toddlers (ESIT), and system building for infant/early childhood mental health.
The Workforce Development Training Resource Lead is responsible for co-planning and implementing the Workforce Development strategy within Best Starts for Kids. This position reports to the Division Director within the Division. They will work closely with team members who lead or coordinate related strategies, and will be part of the Best Starts for Kids implementation effort, in alignment with staff from the Department of Community and Human Services (DCHS) and Public Health – Seattle & King County.

Work Schedule/Conditions
This position is scheduled to work 40 hours per week, typically 8:00 a.m. – 5:00 p.m., Monday through Friday, and is not overtime eligible. Flexibility may be required for occasional evening or weekend hours or travel. This position will require telework.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Co-plan and implement the Best Starts for Kids' Prenatal to Five Workforce Development strategy area in coordination with the Workforce Development Lead and other program managers to design a professional development system for providers working with children ages 0-5 across systems, county-wide, with learning opportunities focused on equity, infant and early childhood mental health, healthy child development.
- Assist, design, and provide capacity-building for training consultants, developing and enhancing curriculum, professional development plans, and training facilitation in alignment with Best Starts values and priorities areas of equity, healthy child development, and infant and early childhood mental health.
- Collaborate with a dynamic, multilingual, culturally diverse work team focused on family-centered, strengths-based practices, data-informed innovation, cross-systems partnerships, trauma recovery and resilience, in alignment with King County's Equity and Social Justice Plan.
- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and an understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- A combination of at least six years of education and experience within adult learning, systems design, social services, early childhood development, or early intervention, with at least 2 years leading a project or program focused on children 0-5 and their families.
- Professional experience in workforce development efforts focused on supporting providers serving children prenatal to five and their families.
- Deep understanding of current early childhood workforce strengths, needs, desires, and approaches to improve outcomes for children 0-5 years in King County.
- Professional experience working collaboratively with diverse stakeholders including families, culturally specific and community-based groups, service providers, and co-workers.
- Professional experience identifying intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Professional experience providing and designing engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and to organize and prioritize quickly in response to changing needs.
- Skills to create multi-use spreadsheets, synthesize complex data for decision making, and prepare visual and written documents for specific users.
- Valid Washington State Driver's License or ability to travel throughout the County in a timely manner.
- Experience effectively supporting home cultures and languages of children and families, as well as bicultural and/or bilingual skills are preferred.
