DCHS has an opening for a Youth Cross Systems Coordinator, Project/Program Manager (PPM) III. This position is a member of the Youth, Family and Prevention Section (YFP) within the Behavioral Health & Recovery Division (BHRD) . BHRD works to improve the quality of life in King County by ensuring that adults, youth, children, families and communities receive the mental health and substance use disorder services that they need. BHRD's client-centered, coordinated system of service delivery is based on community assessment, measurable outcomes and systematic program evaluation that is accountable to our clients and their families, funding agencies and residents of King County.
The Mental Illness and Drug Dependency (MIDD) sales tax fund, also known as the Behavioral Health Sales Tax Fund, generates over $136 million every biennium. MIDD funds behavioral health programs and services throughout King County through approximately 53 initiatives that support people living with or at risk of behavioral health conditions to be healthy, have satisfying social relationships and avoid legal system involvement.

Job Duties
- Monitor scope, schedule, performance and contract agreements for assigned MIDD initiatives; assist with developing request for proposals related to assigned MIDD initiatives in collaboration with department division staff.
- Serve as lead and Subject Matter Expert (SME) for juvenile legal system initiatives.
- Oversee and drive project planning related to juvenile court system and Department of Children, Youth and Family (DCYF) initiatives and BHRD.
- Manage complex processes related to appropriate procurement services.
- Maintain oversight and collaborative decision-making in the management of funding streams.
- Perform monthly budget review and initiative spending reconciliation in coordination with BHRD staff for each assigned initiative.
- Track and monitor initiative invoicing; update budget and spending reports.
- Liaise between BHRD and Juvenile Court Services, the City of Seattle, law enforcement, King County Department of Public Defense, King County Prosecuting Attorney's Office, Seattle & King County Public Health, King County Care and Closure initiative, detention leadership and other relative partners.
- Provide technical assistance and guidance to evaluation program staff in regard to relevant contracts.
- Develop, analyze, use and adjust performance measures for continuous improvement.
- Represent BHRD and/or MIDD on intergovernmental inter-agency committees, task forces or work groups.
- Act as Ambassador for MIDD and BHRD, develop and maintain relationships, foster communication and coordination, and share knowledge and expertise between relevant partners.
- In collaboration with regional behavioral health partners, support the development and implementation of effective substance abuse prevention strategies that specifically prevent youth substance use and promote behavioral health.
- Prepare, develop, negotiate and monitor complex contracts, data-sharing agreements, inter-agency agreements and/or procurement plans for programs and service associated with implementation and evaluation. This includes developing and monitoring budgets; facilitation of Request-for-Proposal (RFP) processes where appropriate; deliverables including performance reports; reimbursement procedures; and schedules.
- Gather information and data for the purposes of developing program/policy recommendations and issue/briefing papers on key system issues.
- Assist other division staff in planning and conducting Request-for-Proposal processes in accordance with the DCHS equity, race and social justice goals and objectives of the various strategies/programs.
- Create an environment that fosters open communication, teamwork, commitment to quality service, and fostering a culture of learning and continuous improvement.
- Perform other duties as required.
- 3-5 years work experience or employment experience in a Human Services Profession (i.e., psychology, social work, public health, etc.) with an understanding of behavioral health prevention science.
- Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
- Ability to work within the King County Behavioral Health Treatment and Prevention Service System or in another municipality Drug and Alcohol Treatment & Prevention Service System.
- Knowledge of outcomes assessment, experience with research protocols, as well as strong analytical and writing skills.
- Ability working with groups from diverse racial, cultural and socio-economic backgrounds.
- Experience in creating performance measures and using data for program evaluation.
- Ability to work effectively with groups consisting of stakeholders who may have markedly different perspectives about a given topic.
- Strong oral and written communication skills.
- Knowledge of general government principles and procedures, including knowledge of formal agreements such as contracts, licensees, data sharing agreements, memorandum of agreements or inter-local agreements.
- Skill in working effectively as a team member to coordinate accomplishment of specific tasks.
- Ability in managing multiple tasks simultaneously.
- Skill in gathering, analyzing and synthesizing data; writing papers and reports including ability to present statistical and narrative information to non-technical stakeholders.
- Skill in problem-solving, conflict resolution, and decision making; handling multiple competing priorities.
- Proficiency in the use of computers, with working knowledge of MS 2010 Word, Excel, PowerPoint, and Outlook.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
- Must be able to pass a criminal background check on a post offer/pre-employment basis.
- Bachelor's or Master's Degree in Human Services or related field and/or equivalent education and work experience.
- Knowledge of King County Recovery Plan, Mental Illness and Drug Dependency Sales Tax, Veteran, Seniors and Human Service Levy and Best Starts for Kids program and other King County initiatives.
- Knowledge of Washington State Medicaid and non-Medicaid services and contracts, including state contract and block grant requirements.
- Knowledge of the King County behavioral health service system and social service network.
- Possess registration as a mental health professional and / or substance use disorder or prevention professional.
- Experience managing large budget within specific scopes of work.
- Knowledge and experience working with the Juvenile Court System/DCYF
- In recovery or have lived experiences in behavioral health.
