Legislative Clerk
The Metropolitan King County Council is seeking a detail-oriented, customer-focused, flexible and self-motivated individual who works well with other team members to provide senior-level administrative support functions to the Council Committees.
The Legislative Clerk for policy staff ensures accountability throughout the legislative process in compliance with established standards by working with Councilmembers, Council Clerk's Office and staff. With a focus on superior service, the successful candidate is expected to coordinate and clerk committee meetings, draft and proof documents, maintain legislative records and provide administrative support to the committees, policy staff and the legislative process. The most competitive candidates will have a working knowledge of the rules, regulations, protocols, and procedures associated with public meetings, hearings, and the legislative process. The Legislative Clerk is a full-time, hourly, overtime eligible, at will position.

JOB DUTIES:
Applicants must, at a minimum, demonstrate skills and abilities to:
- Prepare meeting packet materials for committee meetings, public hearings, or other proceedings and attend and serve as the clerk for the legislative process.
- Run committee meetings according to established procedures, conduct roll call, call and record vote counts, take minutes, and manage public comment and other aspects of the meeting.
- Serve as a point of contact to and from the public on general questions and information pertaining to Council committees.
- Prepare revised documents based on changes approved by committee members.
- Process meeting materials offered during the legislative process. Prepare minutes of the proceedings and record votes and appropriately distribute documents both electronically and hard copy.
- Maintain committee files, including creating and maintaining hard and electronic files through King County's electronic record management system. Ensure all necessary documents are accurately filed and processed.
- Prepare, review and edit documents from rough drafts or verbal instructions in a variety of formats, such as memorandums, agenda packets and supporting materials. Compose routine correspondence, ensure materials and reports for signature and/or official proceedings are accurate, complete, and technically correct any forms as necessary.
- Assists the Council's public records custodian and staff to ensure proper public records are properly retained and assists with proper redaction in accordance with state law.
- Provides and maintains up-to-date documentation on various laws, rules/regulations, policies/procedures as related to functions such as agenda preparation process, Open Public Meetings Act, Public Records Act, Roberts Rules of Order, and other internal policies and state laws as requested.
- Support hearings by securing meeting space; note-taking; running computer, audio, and video equipment; and troubleshooting equipment and space issues.
- Employ working knowledge of office practices, procedures, equipment, filing systems, intake, letter and report writing, photocopier/scanning, and postage machines.
- Identify and inform managers of current and potential issues and problems, and maintain the confidentiality of sensitive and controversial communications.
OUR IDEAL CANDIDATE WILL:
Have a passion for working in the public sector or legislative environment, providing clerical and administrative operations support to elected offices with a proven track record facilitating decisions and successfully navigating a political environment, as well as excellent written and verbal communication skills, initiative, and good judgment.
Competitive candidates will have an Associates degree or equivalent business school certificate and three years of experience in administrative support or related field OR any combination of education and experience that clearly demonstrates the ability to perform the scope of the job duties and have demonstrated the following:

- Experience and comfort with the use of Microsoft Excel, Microsoft Word, Adobe Acrobat, Outlook, PowerPoint, Microsoft Teams and Zoom..
- Ability to focus on the details and approach problems logically and rationally.
- Learns and utilizes multiple software applications and equipment, used for audio/video recording, archiving, legislative records, and other applications as necessary.
- Troubleshoots software and equipment related issues, often on the fly in high pressure situations.
- Maintains focus and attention to detail in a fast-paced environment, often while managing multiple and competing priorities. Maintains poise during stressful situations.
- Excellent communication skills, including an ability to present information clearly and concisely in writing or verbally.
- Flexible, independent, and self-motivated; able to deal calmly and professionally with ambiguous data while leading in an environment of constant change.
- Team player who supports the other legislative clerks to ensure that all necessary work is completed.
- Well-developed planning and organizational skills in order to meet schedules and timelines.
- Exhibit the ability to use a high degree of tact, discretion and diplomacy in dealing with sensitive situations and concerned or upset individuals.
- Demonstrate considerable independent judgement and the ability to deal with information of confidential and/or politically sensitive nature.
- Maintain focus and attention to detail in fast-paced environment, often while managing multiple and competing priorities.
The Following experience and certification is a PLUS:
- Experience working within King County.
- Have procedural knowledge of Council rules and parliamentary procedures.
- Knowledge and experience with file management and records retention.

COMPENSATION & HOW TO APPLY:
