Airport Pavement Management Engineer
- Summary
King County International Airport (KCIA) is recruiting an Airport Pavement Management Engineer to help develop, prioritize, execute, and report on our pavement preservation program. The KCIA is responsible for approximately 7 million square feet of rigid and flexible pavement among its runway, taxiway and apron systems.
This position will help drive decisions on how to preserve pavement with limited resources through the application of engineering and statistical modeling techniques. In addition to office-based analysis and fieldwork throughout unincorporated King County, this position will be required to plan and develop preservation projects, to observe active construction, and to review post-construction performance in an effort to refine the most cost-effective strategies.
This position will work on a dynamic, high-functioning team in a relatively "flat" hierarchy, in which emotional intelligence and people leadership skills are critical. In this role, you will not only lead the pavement program (requiring collaboration with the other work units of KCIA); you will also train and mentor engineers-in-training, and manage other staff (on a matrix basis) on projects and tasks.
Our ideal candidate will have a civil engineering background with a focus on pavement management and a PE. We are looking for someone with experience in pavement analysis or pavement design, knowledge of evaluating the economic costs and benefits associated with various investment strategies and "boots-on-the-ground" experience in pavement construction, pavement maintenance or condition rating.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:- Plan, develop, maintain and query the Division's pavement inventory of record;
- Generate Capital Project Candidates and Develop Pavement Preservation Program;
- Collaborate with other county work groups to forecast transportation supply and demand, as well as develop pavement preservation strategies using industry best practices;
- Build deterioration curves and decision trees in MicroPAVER to estimate network-level maintenance and preservation needs, as well as identifying specific candidate projects and aggregating them into logical groupings;
- Lead economic analysis of various investment strategies, including least life cycle cost analysis; estimation of the net present value of costs, benefits, and risks; return on investment; and comparison of cost-benefit ratios;
- Research, analyze and graph historical trends in spending, condition, and backlog--using same variables, forecast future trends and participate in reporting and communication;
- Review and make recommendations to leadership on regional pavement condition and transportation plans and policies; participate in and actively engage in regional workgroups; summarize information to brief other County staff and officials.
- Have an understanding of civil engineering design, construction, roadway economic analysis, pavement design and pavement condition assessment; OR any combination of education and experience necessary to perform the job duties;
- Have experience analyzing pavement damage and recommending cost effective treatments and solutions;
- Are comfortable using a computerized pavement management system such as MicroPAVER, Washington State Pavement Management System or similar products;
- Is knowledgeable of modeling techniques for associating pavement distress and pavement performance;
- Is knowledgeable of modeling techniques for associating pavement distress and payment performance;
- Have conducted economic analysis (e.g., least life cycle cost analysis, cost benefit analysis, return on investment) related to various asset investment strategies;
- Is able to conduct and observe pavement inspections and installation;
- Are effective communicators and can work with staff and customers at all levels;
- Is an independent, big picture thinker, who can anticipate needs and recommend solutions;
- Is a natural team player and collaborative in their approach to leading teams and mentoring/coaching staff.

- The successful candidate must maintain a Certification/licensing as a professional engineer.
