Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). Implementation of BSK is guided by the BSK Implementation Plan approved by the King County Council in September 2016.
Best Starts for Kids is seeking a Home-Based Services Manager. This position will lead program implementation and ongoing improvement for investments in the following areas: Parent-Child +, Evidence-Based and Evidence-Informed Home Visiting, and Community-Designed Home-Based Programs & Practices. Key responsibilities include leading, planning for, and improving the overall strategy using field knowledge and data; developing and executing funding solicitations and monitoring contracting cycles; building partnerships with and supporting grantees through individual supports, training, and peer learning opportunities; building external and internal partnerships to leverage opportunities for alignment with other initiatives; writing strategy reports, policy analysis, and/or other materials for broad distribution; and delivering presentations on content relevant to the strategy area.
The BSK Home-Based Services Manager will be part of the Parent-Child Health Services team and will work closely with the BSK team. This team member will also work closely with the BSK Prenatal-5 Policy & Program Manager and the Help Me Grow Strategic Advisor to support building a system of early learning within King County under the Help Me Grow framework.

Work Location: Downtown Seattle: Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104.
Work Schedule: This full-time career-service position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The work week is normally Monday through Friday with some evening and weekend work required to meet work demand.

- Program Leadership and Improvement: Research local and national policy, practices, and systems to inform and improve the program area; develop, monitor, and advance annual goals and activities for the program area; develop and manage program budget to execute on the program goals and activities; advise the Assessment, Policy, Development, and Evaluation division on evaluation related to the program area; and gather feedback from grantees and other internal and external partners to make changes to, and improve, the program area.
- Contract Management: Develop requests for proposals and administer equity-informed selection processes; design service delivery and financial data collection tools, review grantee data and monitor contract performance to ensure compliance while building a strong partnership for mutual learning; and conduct site visits.
- Grantee Supports: Assess grantee needs; provide individualized consultation and supports to strengthen program implementation; partner with capacity-building support providers and trainers to provide resources in response to grantee requests; develop programmatic tools and resources; conduct contract-related and programmatic workshops; and facilitate peer learning opportunities.
- Partnership, Communications, and Community Engagement. Participate in established interagency and local/state committees, coalitions, and task forces to promote BSK goals and objectives; cultivate internal and external partnerships to advance alignment, leverage opportunities, and strengthen implementation of the program strategy; develop written reports and other communications to inform community members, partners, and the public about the program area; design and facilitate meetings to engage, inform, and gather input from many different partners, including community members, service providers, governmental professionals, advocacy groups, families, and others to support alignment and to solicit input and feedback to ensure that services are culturally competent and reflective of community need.
- Coordinating and Systems Building: Coordinate with other BSK prenatal-to-five program areas in Public Health and DCHS to integrate workforce development, developmental screening, and infant and early childhood mental health in community-based parenting and peer supports; coordinate with other BSK prenatal-to-five program areas to promote cross-learning and align, where appropriate; provide data, context, and other program-related information to inform the development of the Help Me Grow System; coordinate with BSK prenatal-to-five program areas and Community Health Services programs to advance a more seamless experience for community members and families accessing services; plan, convene and staff various internal and/or external work groups or committees; and participate in departmental and BSK meetings.
- Policy Research and Development: Conduct policy research, analysis, and recommendations relevant to the program area; track and provide feedback on state policy during the legislative session; provide briefings to leadership and council staff; and participate in coalitions and other community conversations.
- Teaming: Create an environment that fosters open communication, team work, and commitment to quality service; foster a culture of learning and continuous improvement.

- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations
- Knowledge of the prenatal to five years and early learning sectors in King County and Washington State with an emphasis on program and policy for home-based services
- Demonstrated capacity for building strong relationships within community
- Experience working with community to build partnerships and gain understanding of unique community needs
- Two or more years of contract management experience
- Experience using data to make program and system improvements
- Knowledge of County and State functions, organization, and structure regarding home visiting
- Knowledge of project and resource management techniques and principles, analysis, planning and organization
- Ability to work across sectors to increase opportunities and improve results.
- Ability to handle multiple competing priorities and sensitive situations
- Ability to develop an understanding of issues related to BSK and to identify intersecting issues, conflicts, and opportunities for collaboration across County departments and with external partners
- Excellent oral and written communication skills, including presentation and facilitation
- Skill in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships
