The Department of Community and Human Services (DCHS) Finance Section is looking for a skilled, knowledgeable, and enthusiastic team player to collaboratively develop and manage government funds within the Adult Services Division.
The Business and Finance Officer II reports to the Business and Finance Officer III and assists in the management of the daily accounting and budget functions within the department. This position plays a role in the preparation of the biennial operating budget, tracking and analyzing expenditures, grants management, maintaining the integrity of the operating budget, assisting the oversight of the accounting functions and reviews expenditures with management and project managers which helps drive the strategic decision making process for their programs.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

- Create accounting transactions including review of invoices, preparation of journal entries, and other accounting transactions as needed.
- Extract, organize, and review financial records, data and reports from the Oracle Enterprise Business Solutions (EBS) and Oracle Business Intelligence (BI) and other internal systems to ensure the accuracy of revenues and expenditures.
- Coordinate, prepare, and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting.
- Process expenditure and revenue journal entries and provide detailed reconciliations and financial analysis.
- Monitor contracting agencies' financial performance by performing site visits to ensure compliance with contract requirements, all applicable federal, state and county regulations, and Generally Accepted Accounting Principles.
- May direct staff in the absence of the Business and Finance Officer III.
- Assist with the oversight of accounting and financial reporting systems in area of responsibility and perform financial and program system audits.
- Participate in the development, review and implementation of financial and other technical criteria for expenditure contracts.
- Provide backup to other fiscal staff as needed.
- Assist with department-wide financial management as needed.

- Experience, Qualifications, Knowledge, Skills
- Knowledge of budgeting, finance, managerial and financial accounting.
- Five years of comprehensive accounting experience.
- Advanced knowledge of analytical and management systems.
- Advanced knowledge of financial information systems.
- Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
- Knowledge of federal, state and local audit requirements.
- Knowledge of contract administration.
- Highly self-motivated individual.
- Knowledge of human service programs, funding sources, policies and requirements
- Excellent communication skills, both verbal and written
- Experience processing and reconciling complex financial transactions
- Intermediate/advanced Microsoft Excel skills
