Successful candidates will have the skills needed to develop and monitor the Road Division's biennial capital and operating budgets, as well as the Capital Improvement Program's Six Year Plan and demonstrated ability to operate in a role with heavy quantitative emphasis that also supervises two professional staff members. This position will be part of the Roads Budget and Finance Unit, within the Strategic Business Operations Section, and reports to the Roads Finance Manager.

- Collaborate with program staff to prepare Roads Capital Improvement Program Budget.
- Develop the financial portion of the Capital Improvement Program's Six Year Plan.
- Forecast revenues and expenditures for each of Roads' four Capital Funds.
- Develop, evaluate and track various scenarios and report outcomes to Management.
- Offer creative funding alternatives using all available revenue sources.
- Coordinate the preparation of the division's operating budget and prepare final submission to the County's Office of Performance Strategy and Budget.
- Monitor financial performance against budget and plan in both the capital and operating environments by providing actionable information for management decision making.
- Provide oversight for the financial administration of revenues including grants, property taxes, gas taxes and other revenues. Produce periodic reports on the fiscal status of programs and operations, preparing financial forecasts and monitoring compliance.
- Prepare and submit various management reports for stakeholders both inside and outside the division; develop new reports as needed by management and operations; respond to ad hoc requests for budget and financial information from various stakeholders.
- Prepare, maintain and reconcile revenue and expenditure forecasts for the division in response to emerging events and organizational changes.
- Maintain and organize financial performance information to facilitate rapid response to management information requests.
- Prepare complex financial analysis as requested by management
- Analyze, prepare and present information in a variety of formats using language and graphics appropriate to a variety of non-financial, as well as financial stakeholders.
- Assist the division with preparation of legislative items and supporting information.
- Manage a professional staff by providing direction and assigning duties, providing training and evaluating performance, and when necessary, initiating disciplinary action.
- Act as a key adviser by providing input on training and other needs for accounting systems and processes, reports, forms, accounting structure, generally accepted accounting principles, audit standards and internal control.
- Supervise and mentor assigned staff, participate in recruiting and hiring; assign duties and responsibilities; and evaluate performance.

- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications
- Five years of progressively responsible experience coordinating and managing public sector budget processes.
- Bachelor's degree in public sector finance, public administration, accounting or related field with specific course work in budgeting and financial analysis – or an equivalent combination of education and experience.
- Advanced experience using Hyperion budgeting system, Oracle EBS Projects & Grants, and General Ledger modules.
- Demonstrated ability to independently research, analyze and interpret complex financial information to resolve issues and make recommendations.
- Experience projecting, programming, tracking multiple revenue sources including state and federal grants, reimbursable payments for services, property taxes and gas taxes.
- Demonstrated ability to communicate effectively orally and in writing to a variety of audiences, including senior leadership, elected officials, and the public.
- Familiarity and experience with King County budgeting and financial processes, procedures and policy.
- Demonstrated ability to develop and maintain relationships with all levels of staff, management, and other County agencies
- Knowledge of federal, state and local government administrative guidelines, including audit requirements.
- High level facility with Excel, Word, Visio, Power BI or equivalent tools.
- Knowledge of LEAN process improvement practices and other process improvement principals.
- Knowledge of project management methods and principals.
Desired Qualifications and Experience- Master's degree in public administration, public finance, business administration, accounting, or similar advanced education.
- Experience using PRISM project management program.
- Knowledge of and experience with visual management tools, Business Intelligence tools, and Business Analytic tools.

This position is exempt under the Fair Labor Standards Act and is not eligible for overtime pay. Base work hours are Monday through Friday, 8:00 am – 5:00 pm, though work outside of regular hours may be required.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel.
