The Department of Community and Human Services (DCHS) Finance Section is looking for a skilled, knowledgeable, and enthusiastic team player who will be responsible for the day to day accounting transactions, regular monitoring of expenditures and reporting for fund transactions for the Behavioral Health and Recovery Division (BHRD).
The Business and Finance Officer IV reports to the Finance and Administrative Services Manager/Fund Strategist and will assist in the management of the daily accounting and budget functions within the department; lead the preparation the biennial operating budget, track and analyze expenditures, maintain the Integrity of the operating budget, assist in the oversight of the accounting functions and review expenditures with management and project managers which helps drive the strategic decision making process for the programs and division.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

- Provide strategic leadership to the BHRD finance team while partnering with BHRD program staff, section managers and other stakeholders to gather information regarding their programs, and in turn provide reporting that assists in managing programs and funds.
- Manage the development, preparation and justification of division or department annual budget process.
- Supervision of staff.
- Review expenditure and revenue journal entries and review detailed reconciliations.
- Lead the quarterly process for updating the Financial Plan/forecasts for Budget Office.
- Oversee accounting and/or financial reporting systems.
- Be a key voice in and lead the development and implementation of financial and other technical criteria for expenditure contracts.
- Reconcile County financial systems with internal financial systems and multiple funding sources that have different fiscal years.
- Provide leadership with department-wide financial management as needed.
- Administer and monitor grants, contracts, and specialized funding streams. Read and become an expert on grants and contracts and associated financial requirements.
- Perform ad hoc financial analysis of various BHRD programs, revenue contracts, funds and appropriations. Prepare written descriptions of your financial analysis, and be able to speak to leadership regarding complex finance matters.
- Perform fiscal site visits to ensure compliance with BHRD and BHRD's funders' requirements. Perform audit analysis of service providers' records and make recommendations for corrective actions.
- Extract, organize, and review financial records, data and reports from the Oracle Enterprise Business Solutions (EBS)) and other internal systems to ensure the accuracy of revenues and expenditures.
- Oversee the preparation of the annual Schedule of Expenditures of Federal Awards (SEFA).
- Provide leadership while collaborating with other Business and Finance Officers within department to assist with interpretation and implementation of funding requirements.
- Assist with department-wide financial leadership.

- Experience, Qualifications, Knowledge, Skills
- Advanced knowledge of budgeting, finance, managerial and financial accounting.
- Twelve years of comprehensive accounting experience.
- Experience working with automated financial management systems.
- Advanced knowledge of financial information systems.
- Advanced knowledge of agency business.
- Supervisory skills.
- Experience administering and monitoring grants and contracts, including contract fiscal tracking.
- Knowledge of federal, state and local audit requirements.
- Knowledge of contract administration.
- Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
- Excellent communication skills, both verbal and written.
- Intermediate Microsoft Excel skills utilizing functions such as pivot tables, vlookup, if-then functions, etc.
- Experience working with federal and state grants.
- Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.
- Experience with Oracle/EBS, Hyperion and Oracle Business Intelligence reporting systems.
- Knowledge of King County programs, funding sources, policies and requirements.
- Knowledge of governmental accounting and finance.
