$1.00 per hour from the base wage will be diverted to the Western Conference of Teamsters Pension Trust Fund.
The Wastewater Treatment Division (WTD) Finance and Administration Section is seeking a Capital Finance and Portfolio Coordinator (CFPC) to serve as a key advisor and subject matter expert in bridging capital finance and capital project delivery. The CFPC will play a key role by functioning where capital budgeting and finance intersect with project planning and delivery. The position reports to the Rates, Capital and Finance Section Supervisor with additional guidance from the Capital Portfolio Planning and Analysis Unit Manager.
Overview:
WTD implemented a Portfolio Management (PFM) approach and process to ensure wastewater capital investments align with organizational business strategies while meeting the requirements of WTD's rate, budget and financial policies, practices and procedures.
This position requires a comprehensive understanding of WTD's capital budgeting and rate development cycles and how they align with capital project delivery and portfolio development. The successful candidate must be able to function from multiple perspectives ranging from high-level, long-term, strategic and conceptual planning to detailed emergency-driven project-level analysis while working within the frameworks defined by the King County and WTD rate and budget processes and WTD's Capital Portfolio Management. Careful and documented data coordination and management practices in support of appropriate analyses are required at every level with sound analysis and validation of new project requests and portfolio scenario building.
Stakeholders for the position's work include: WTD Finance manager and staff; Division and Department Management; Office of Performance, Strategy and Budget; Project Planning and Delivery Section, including project managers, project support and delivery; operations and maintenance staff; King County Council; and the Component Agencies/MWPAAC.
Examples of Duties:
- Coordinate the development of the capital budget with the annual WTD rate process.
- Develop, coordinate and report capital portfolio information to 1) inform decision making at the project-level; 2) conduct analysis required for portfolio management activities and the coordination of information among all tiers of portfolio governance.
- Serve as subject matter expert and advisor on appropriation tracking, reconciliation and management; overhead management; program contingency management and supplemental budget strategies and submissions.
- Integrate WTD rate development with capital budget and spending plans into a balanced and financially responsible financial plan.
- Develop and test capital spending scenarios for coordination with rate setting goals and Portfolio objectives.
- Serve as capital budget interface and support with OPSB, Council Staff, WTD/DNRP, Project Control and Capital Program and Portfolio Management.
- Support WTD market-rate financing and bond issuances through the provision of specific capital program and project information and cash monitoring.
- Serve as the capital subject matter expert accurately reflecting the capital program in the official statements for bond issuances.
- Identify and apply for non-market rate sources; identify relevant loans and grants, other sources of subsidized financing, evaluate applicability and candidates and ensure reporting and other compliance.
- Participate in capacity charge development to integrate capital budget, capital spending and long-term forecasts Conduct and improve capital budget monitoring and management.
Our Ideal Candidate Will Have:- Master's Degree in Finance, Accounting, Business or Public Administration, or related degree; and 3 years of relevant experience in advanced levels of financial management, analysis and accounting. This includes the development of complex capital budgets and financial plans requiring project management and long-range planning skills
- Project Management Professional Certification
- Advanced knowledge of the principles and techniques of budgeting, project accounting, governmental accounting and economics.
- Advanced knowledge of the principles and techniques of capital project management.
- Demonstrated ability to serve as the key liaison for the division or department on capital financial and budgeting issues with internal and external stakeholders.
- Demonstrated ability to discuss and support operational and policy decisions with key levels of internal and external stakeholders.
- Proven ability to administer or oversee the internal review of budget expenditures and authorize expenditures and budget revisions.
- Demonstrated ability to developing corrective action plans and preparations of supplemental appropriations.
- Skill at developing or preparing complex financial reports including analysis and policy recommendations.
- Skill in applying advanced analytic, statistical techniques and quantitative analysis
- Skill in assessing the financial impact of alternative decisions.
- Skill in oral and written communications including public speaking and detailed report writing.
SUPPLEMENTAL INFORMATION:
Necessary Special Requirements: Must have the ability to travel to various offsite locations.
WORK SCHEDULE: This is a full-time, 40-hour work week, Monday through Friday position. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. This position may be required to work after hours, weekends, and holidays depending on the workload.
