Chief Process Analyst (South Treatment Plant)

WHO MAY APPLY: This position is open to all qualified applicants. First priority will be given to Teamsters 117 transfer and internal candidates. Additionally, $1.00 per hour from the base wage will be diverted to the Western Conference of Teamsters Pension Trust Fund.
WORK LOCATION: This position is based at South Plant Treatment Plant, with anticipated travel between West Point Treatment Plant, Bright water and other regional offsite facilities.

JOB SUMMARY:
The primary responsibility of this classification is the supervision of the day-to-day work of the process control laboratory staff and the effective overall management of the lab's operation. Lab-related duties will occupy a majority of this position's workload. This position also works closely with other members of the Process Control team in the effective management of the plant and off-site facilities and can perform the process control duties of a Waste Water Process Analyst III once a WWTPO III license is achieved.
- Job Duties
- Supervise the day-to-day operations of a process control laboratory for wastewater treatment facilities, CSO treatment facilities, reclaimed water facilities, and associated processes and products such as biosolids. Make recommendations to the Process Supervisor on hiring, disciplinary actions, performance evaluations and terminations.
- Implement and administer the quality control and assurance program; maintain the laboratory accreditation program.
- Follow and enforce all safety requirements and policies; maintain and update MSDS sheets and safety training practices.
- Coordinate analytical testing with external laboratories; coordinate sample collection, delivery and analytical testing with remote facilities, outside agencies and special projects.
- Administer laboratory document control; maintain laboratory records, reports and files; perform activities to fulfill reporting and record retention requirements as established by accrediting and regulatory agencies. Work with IT staff to maintain, update and troubleshoot the Lab Information Management System (LIMS).
- Develop operating procedures, schedules, staffing, and chemical projections for the laboratory; manage the purchase, inventory and use of supplies and consumables. Prepare, implement, and evaluate annual operating budgets and asset replacement program.
- Train and provide technical assistance to laboratory staff; assist staff with their job progression.
- Review, evaluate and recommend new and different technologies, products, equipment, analytical procedures and methods. Serve as scientific and technical consultant with internal and external customers.

- Interpret regulations and permit requirements; develop sampling and monitoring programs to ensure compliance with regulations.
- As a member of the Process team, monitor, analyze and interpret physical, chemical and biological process performance data, equipment and instrumentation of multiple wastewater processes including setting daily operating parameters and process changes.
- Coordinate sampling and analytical testing associated with their process areas to ensure the most effective use of section resources.
- Review and prepare monthly, quarterly, annual and periodic regulatory and process performance reports.
- Propose, plan, manage and/or direct bench, pilot and full-scale experimental studies in coordination with the Wastewater Process Analysts to optimize treatment processes, evaluate and/or develop new processes and analytical procedures and evaluate new equipment and monitoring equipment.
- Develop data analysis methods and techniques; compile and analyze data using advanced process performance models and statistical methods.

Licensing/Certification Requirements
- Ability to achieve a Washington State Wastewater Operator's Group III certification level within one year
- Some licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.
- Washington State Driver's License or equivalent and the ability to provide transportation to remote work locations with limited or no public transportation may be required.
