As a part of BSK, local investments are addressing the need for improving the health and safety of children in child care in King County and increasing capacity in the system to support child care health consultation. Child care health consultation provides direct services, supports and education to teachers, child care providers, families and children regarding child health and safety. Consultation may result in provider changes in policies, confidence in skills and resources and better social and emotional well-being for the children they care for.
Our team is currently seeking an energetic leader to join the Child Care Health Team to lead the BSK implementation of the Child Care Health Consultation Program. This Program Manager III position will work closely with dedicated people on our team, and will join with community partners to realize BSK's vision. The Child Care Health Consultation Manager will lead several multi-agency programs, cultivate community partnerships in order to implement services, assure program quality with measurable outcomes, lead and advocate for system development and policy change and provide technical assistance for awarded grantees.
This position will function within Public Health – Seattle and King County's Community Health Service Division, and will support the Child Care Health Program Manager IV in policy development and analysis of community programs connected to education and school health services.

Who May Apply: This Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position is open to all qualified applicants. This is a one year position with the possibility of extension.
Work Location: Downtown Seattle: Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104, and The Seattle Foundation located at 1200 5th Avenue, Seattle, WA 98101.
Work Schedule: This full time career service position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The work week is normally Monday through Friday with some evening and weekend work required to meet work demand.

- Job Duties
- Provide project management and leadership in the design, development and implementation of a child care health consultation program for Best Starts for Kids, including partnership expansion, systems development and continuous improvement. Develop and implement short and long-term objectives; ensure deliverables and services meet deadlines.
- Provide leadership and advocacy for systems building and policy development to support a sustainable child care health consultation system that aligns with other work within the child care system.
- Participate in the Public Health child care health consultation team to ensure alignment between its current work and emerging BSK community based efforts.
- Participate in the BSK team meetings to ensure that implementation of BSK investments in prenatal to 5 year old strategy areas are coordinated with one another as well as the overall implementation and monitoring of BSK prenatal to age 24 investments.
- Support the Strategic Advisor for Help Me Grow in building a system of early learning within King County that includes improved health and safety for child care.
- Interact closely with staff within Public Health, DCHS and other departments to support effective policy execution and communications on issues related to BSK, with an emphasis on child care health consultation.
- Serve as lead for developing strong partnerships with state and local partners to help facilitate alignment of child care health consultation programs with other large initiatives.
- Plan, build agendas and effectively facilitate meetings within departments, community partners, providers, governmental professionals, advocacy groups, and others to support alignment and solicit input and feedback
- Partner with local government and community partners to conduct and participate in the planning processes and develop projects and programs that realize both BSK's vision and reflect community needs.
- Provide leadership by providing technical assistance, quality improvement support, and innovative change strategies to child care health consultation.
- Work with the BSK data and evaluation team to develop an evaluation plan for BSK's Child Care Health Consultation work.
- Coordinate closely with other existing and emerging King County initiatives related to early learning to ensure that outreach, implementation and evaluation activities are well-coordinated.
- Create an environment that fosters open communication, team work, commitment to quality service, fostering a culture of learning and continuous improvement.

- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race-, and policy and systems-based inequities on marginalized communities and populations.
- Knowledge of child development and the needs of early learning sectors in King County and Washington State.
- Demonstrated experience working across sectors to increase opportunities and improve results.
- Knowledge of the Child Care system and policies.
- Skilled in building effective relationships, including moving others to take action.
- Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
- Able to work with a wide range of partners to develop culturally and linguistically appropriate versions of messages and materials.
- Must possess skills in negotiation, facilitation, problem solving, conflict resolution, be able to obtain stakeholder buy in especially during periods of change, and be able to serve others based on universal interests
- Must be approachable and relatable, an effective listener, able to gain trust easily, and be able to maintain discretion when sensitive subjects are raised
- Excellent oral and written communication skills, including presenting a broad amount of information to a wide variety of audiences
- Skilled in work plan development.
- Able to travel throughout King County and the region in a timely manner including to locations that may not be served by public transportation.

- Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
