Civil Construction Inspector (Transit Construction Management III and II)

King County's Metro Transit Capital Division is currently seeking applications for two (2) career service Civil Inspectors (Transit Construction Manager III and/or II). Depending on the candidate pool, the agency may choose to hire any combination of II's and III's that meet the needs of the Department. In addition, this selection process may be used to generate an eligibility pool for future career service and Term Limited Temporary (TLT) positions that may occur in these two classifications within the next 12 months, at the discretion of the hiring authority.
These positions are responsible for performing construction inspection for assigned public transportation capital and operating projects, primarily in the area of civil inspection, in addition to some minor mechanical and electrical inspection. The Transit Construction Management III and II positions will perform project inspections, coordinate construction activities with operations, and work with local public agencies to assure compliance with Transit regulations, requirements and all related codes.
Please Note Specific Salary Ranges Below:
Transit Construction Management III: $35.48 - $48.03 per hour
Transit Construction Management II: $30.49 - $41.22 per hour- Job Duties
TCM II Job Duties:
Transit Construction Management IIs may be assigned as the on-site lead Transit representative for minor to moderate construction projects along with responsibilities on several smaller projects concurrently. TCM II job duties include:- Organize and conduct detailed construction and site inspections.
- Review and interpret contract plans and specifications to ensure compliance with Transit requirements and that identified potential problem areas receive close examination.
- Prepare field notes, inspection, sampling and testing reports. Track, compile, and monitor materials, equipment, testing and commissioning activities. Ensure that problem areas have been resolved and monitor compliance.
- Submit daily written reports, and photographs to document construction activities, problems and corrective action taken. Ensure that problem areas have been resolved and monitor compliance.
- Alert King County and the contractor's representative when contract compliance problems and code violations are encountered.
- Monitor construction progress and identify schedule impacts.
- Prepare schedules for inspection during construction including coordination of materials testing and special inspections as required.
- Coordinate work with Contractors, Transit Operations, and public private agencies.
- Perform other duties as assigned.
TCM III Job Duties:
Transit Construction Management IIIs provide lead direction to and closely oversee work performed by Transit Construction Management I and II personnel. TCM IIIs coordinates and performs field and office tasks related to the construction inspection of Transit related projects. TCM IIIs serve as King County's on-site representative to ensure and document construction requirements contained in the contract documents are being incorporated during the construction of Transit public works' projects.
In addition to the Job Duties listed for the TCM II, the TCM III job duties include the following:- Interpret construction schedules for progress impacts and slippage.
- Draft project closeout reports. Assist in contract dispute resolution.
- Review submittals and shop drawings from contractors and subcontractors for conformance with contract plans and specifications.
- Review contract plans and specifications for accuracy of field conditions, constructability and value engineering including conformance with standards and provide constructive review comments.
- Support change order preparation, negotiations. Document implementation of change work.
- Serve as the liaison with permitting and environmental regulatory agencies, concerning reporting, results of field inspections and tests, and recommended mitigation in meeting compliance obligations, mitigation measures, and construction specifications.
- Coordinate work with Contractors, Transit Operations, local stakeholders and Transit's Construction Management team along with other public and private agencies.

Physical Requirements
Both positions require lifting and carrying of equipment and materials and the occasional lifting of items weighing up to 100 lbs.
TCM II Minimum Qualifications
Two (2) years of technical school training in civil engineering or a related technical field and one (1) year of progressively responsible construction inspection or sub-professional engineering experience is required; Additional academic or vocational courses in civil or general engineering; electrical, mechanical and construction code requirements; building construction technology; electrical engineer or related areas are desirable.
OR:
Three (3) years of progressively responsible construction inspection or sub-professional engineering experience preferably in the fields of facilities inspection, building construction, engineering drafting, or construction survey; or environmental mitigation experience is required;
TCM III Minimum Qualifications
Two (2) years of technical school training in civil engineering or a related technical field and four (4) years of progressively responsible construction inspection or sub-professional engineering experience is required; Additional academic or vocational courses in civil, general, electrical or mechanical engineering; electrical, mechanical and construction code requirements, or building construction is desirable.
OR
Six years of progressively responsible construction inspection, responsible construction utility and sitework or responsible engineering experience is required preferably in the fields of, engineering drafting, and sitework, and paving, survey and building construction technology.
Additional Qualification Requirements (for both TCM II and TCM III)- Experience inspecting or performing civil focused construction work involving utilities, buildings and building systems associated with heavy commercial and/or industrial facilities
- Ability to read and interpret engineering drawings and specifications and relate them to specific projects
- Thorough knowledge of acceptable construction methods and techniques
- Demonstrated ability to inspect material and workmanship and to recognize construction deficiencies and omissions requiring corrective action
- Working knowledge of relevant construction laws, ordinances, codes, regulations, specifications and standards
- Ability to work independently or as part of a team; ability to interact appropriately with others
- Competency using a computer on Word, Excel and Outlook
- Strong oral and written communication skills
- Ability to work successfully with a diverse group of people
- Strong customer service skills with the ability to establish and maintain effective working relationships with coworkers, vendors, consultants and other outside agency representatives.
- Ability to prioritize assignments, stay organized and manage rapidly changing priorities
- Ability to successfully work on a number of projects simultaneously
Work Environment- Work pressure and frequent disturbances to work flow are to be expected
- Majority of work is performed at construction sites in all kinds of weather and work conditions including adverse weather conditions.
- Exposure to potentially hazardous chemicals, street traffic, bus operations, heavy equipment and electrical installations are part of the normal working conditions
- Some duties may require work to be performed in the evenings and/or on weekends.
Necessary Special Requirements- A valid Washington State driver's license within thirty days after hire, or the ability to travel throughout the county in a timely manner, is required.

Work Schedule
These positions are non-exempt from the provisions of the Fair Labor Standards Act, and are therefore eligible for overtime pay. Work schedule is normally Monday through Friday, 7:30 a.m. – 4:00 p.m. Work outside of the normal work day (including nights, weekends and some holidays) may be required periodically.
