This position will coordinate and lead the continuous improvement efforts of the Environmental Health Services Division (EHS) of Seattle & King County Public Health. EHS focuses on prevention of disease through sanitation, safe food and water, proper disposal of wastes and toxics, and promoting safe and healthy environmental conditions throughout King County for the benefit of all residents and visitors. This position will report to the EHS Finance and Administrative Services Manager, will work in close coordination with the EHS Deputy Director and other division leadership and will supervise a continuous improvement team of at least one analyst.
The goal of this position will be to optimize and improve service delivery to customers. The Continuous Improvement Manager will be responsible for managing a division wide strategy for continuous improvement and oversee related initiatives, including facilitating a mandated rate study.

The majority of EHS work is considered Foundational Public Health Services and is primarily funded through permit fees that programs collect based on a full-cost recovery rate methodology, as required by Board of Health Rules and state law. EHS issues over 150 different types of permits within its three main service-focused sections: Food and Facilities Protection; Community Toxics, Science and Policy; and Community Environmental Health. Within these three sections there are eight service areas with associated permits: 1) Drinking Water; 2) Solid Waste; 3) On-Site Sewage Systems; 4) Plumbing and Gas Piping; 5) Pets; 6) Pools; 7) Temporary Food; and 8) Permanent Food.

KEY EXPECTATIONS AND ESSENTIAL DUTIES:- Working closely with EHS Finance and Administrative Services Manager, EHS Deputy Director, and EHS Section Managers and Supervisors, organize and manage identification and implementation of continuous improvement efforts across EHS (e.g., staff deployment, service delivery, technology and mapping, new stakeholder outreach solutions, and standard operating procedures).
- Design processes to aggregate relevant data from multiple sources (internal and external), provide analysis, present recommendations, and coordinate implementation and performance tracking efforts.
- Coordinate the EHS rate study process, which includes forecasting, time study, revenue requirements, service delivery analysis, equity and social justice application, and identification and implementation of efficiencies and improvements.
- Present information and recommendations to EHS leadership, Public Health and King County leadership, Council, and Board of Health.
- Ensure that equity and social justice principals are fundamental to all continuous improvement efforts with the goal of more equitable outcomes for county customers and communities.
- Lead internal advisory committees made up of EHS, Public Health, and King County staff.
- Familiarity with technology and implementing technology as a means of improving operations and organization efficiency.
- To plan for and include change management as a central element to all continuous improvement efforts.
MINIMUM QUALIFICATIONS:
- Demonstrated ability to manage continuous improvement efforts for a large government agency or private business.
- Demonstrated experience researching, analyzing, interpreting and synthesizing complex organizational data and information to resolve issues and make recommendations; and initiating and implementing organizational process improvements.
- Demonstrated experience with time coding systems and standardization efforts.
- Demonstrated ability to oversee, write, and present complex reports for technical and non-technical audiences.
- Demonstrated ability to collaborate and leverage differences in a constructive manner.
- Demonstrated experience with complex project management including developing roles, milestones, and timelines, and coordinating communication and outcomes with external and internal teams.
- Demonstrated change management experience in a large, complex organization.
- Demonstrated experience applying equity and social justice principles and practices in a government or business setting.
- Demonstrated experience coordinating and incorporating customer feedback into continuous improvement efforts with an equity and social justice lens.
- Demonstrated ability to multi-task and project manage simultaneously in a dynamic environment while meeting deadlines and time constraints.
- Demonstrated ability to communicate and work with diverse populations and interest groups.
- Strong supervisory and team leadership experience.
- Strong data analytics skills and knowledge of database structures.
- Skill working in a political environment.
DESIRED QUALIFICATIONS:- Strong understanding of the programs and services offered by environmental health agencies.
- Strong understanding of front-end and back-end of government software systems, in particular those that support environmental health related inspections.
- Experience with Lean Six Sigma and/or Agile project management.
- Experience with software implementation projects.
- Demonstrated experience working with community partners from multiple sectors to address public health issues.
- Demonstrated experience responding to audits and implementing financial and policy changes.
- Demonstrated experience working on a rate study or analogous project for a government agency or private business.
- Demonstrated experience managing outside contractors and consultants.
- Demonstrated experience with demand forecasts and financial modelling.
- Demonstrated experience communicating and presenting proposals to Executives.
- Master's Degree in economics or public administration.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Occasional evenings, weekends, on-call work, and some travel may be required.
