DCHS is seeking a Legislative Policy Manager to manage the coordination of internal department experts to track, analyze, develop and implement policies that affect Department programs and policy goals. The position is within the Director's Office and reports to the Government Relations Manager. The ideal candidate for this position will be detail-oriented, with strong interpersonal and written and verbal communication skills.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm, with occasional travel including some nights and weekends.

- Lead internal coordination to track and respond to routine inquiries by policymakers
- Track County legislative activity (including policy issues and budget processes) for DCHS-related issues and impacts
- Lead internal coordination of subject matter experts from across the department to review and analyze legislative proposals
- Lead internal planning meetings regarding department priorities with staff from DCHS, Public Health Seattle-King County and other county departments as applicable
- Organize internal and external stakeholder meetings convened by King County to address DCHS policy priorities
- Support division program managers in developing and implementing policies as directed by county leadership and state and county policy
- Work with communications staff to prepare policy fact sheets, timelines, and other handouts for use by DCHS in educating policymakers and community partners
- Conduct preliminary policy research on assigned topics, including tracking relevant issue activity statewide and nationally
- Lead analysis of relevant high-priority federal legislation as needed
- Perform other duties as assigned
- Experience, Qualifications, Knowledge, Skills
- Minimum of three years of experience working on state, federal and/or local policy
- Minimum of three years of experience and demonstrated knowledge of policy development and analysis on issues related to behavioral health, developmental disabilities, affordable housing, and other related human services
- Demonstrated experience applying equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations
- Demonstrated skill in effectively communicating complex information, orally and in writing
- Demonstrated skill in project management techniques
- Demonstrated success in managing a number of projects or tasks simultaneously
- Demonstrated experience working effectively in a fast-paced, politically sensitive environment
- Demonstrated ability to contribute to a respectful workplace that values the contributions and backgrounds of diverse individuals with varying opinions
- Financial analysis skills
- Strong interpersonal skills
- Demonstrated ability to work independently and as a team member
- Demonstrated experience developing high-profile policy documents for a legislative audience
- Knowledge of DCHS policy development process
- Knowledge of local and national resources for collecting applicable policy information
- Knowledge of policy issues related to DCHS programs
- Demonstrated skill in meeting facilitation and conflict resolution
