Deputy Chief Administrative Officer

THE POSITION:
The King County District Court's Deputy Chief Administrative Officer (DCAO) is the second-highest, non-judicial position in the Court. This high-profile position exercises considerable discretion with respect to assignments and duties. Work is performed at the executive level with independent judgment and decision making as directed by the Chief Administrative Officer (CAO), Chief Presiding Judge and/or the Executive Committee. The DCAO reports to the CAO within the Office of the Presiding Judge at the downtown Seattle King County Courthouse, or any of the other Courthouse locations as assigned.

KCDC is the largest and most technologically advanced court of limited jurisdiction in the State of Washington and is currently responsible for processing approximately a quarter of a million matters per year. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail alternative programs and judge-managed probation services. Twelve cities contract with King County for judicial services that are provided by KCDC.

The DCAO is a strong, politically savvy and trustworthy leader who possesses a passion for justice and a commitment to the independence of the Judicial Branch. The DCAO will communicate openly, honestly and collaboratively. S/he is responsible for transforming the Court's goals and objectives into action plans; implementing the policies developed by the Executive Committee; oversight of all new development projects; oversight of Mental Health Court, Regional Veterans' Court, Community Court and Therapeutic Courts; oversight of statistics, research and analysis; implementation and oversight of performance measures; and representation of the Court on various committees as assigned. Serves on the KCDC Leadership Team which is comprised of the CAO, the DCAO and seven Court Directors. Serves as Acting CAO in their absence, making decisions and providing overall direction and guidance for all court employees, managers and directors.
- Experience, Qualifications, Knowledge, Skills
- Thorough knowledge of policies, procedures and laws pertaining to the operation of the courts.
- Considerable knowledge of local, state, federal laws and regulations that apply to personnel management.
- Considerable knowledge of the literature, developments and trends in the fields of court administration, and mental health.
- Ability to analyze alternative procedures and estimate the impact of proposed change(s).
- Ability to clearly express ideas and recommendations orally and in writing.
- Ability to establish and maintain effective working relations within KCDC, King County, union officials, other Courts and with other stakeholders.
- Knowledge and ability to manage in a union environment.
- Strong organization skills, team building skills and the ability to be an agent of change.
- Ability to represent KCDC at conferences at the state and national level, and the ability to sit on committees as assigned.
- Ability to work independently under pressure.
Five years or more of progressively responsible experience in court management, and the demonstrated ability to lead and manage a large organization at the executive level; or
Bachelor's Degree (Master's preferred) in Judicial, Public, or Business Administration or related field; or any equivalent combination of education and demonstrated leadership experience which provides the knowledge, skills and abilities to successfully perform as the DCAO.- Supplemental Information
