Division Deputy Director - Career and Culture
- Summary
The Career and Culture Division within the Department of Human Resources (DHR) is seeking an experienced, dynamic and motivated professional for their Division Deputy Director. The division is developing new operational formats that support organizational effectiveness and facilitate personal along with organizational change. The Division Deputy Director will support the Division Director in the management and oversight of the intake, review, and delivery of all programs and strategies that support a healthy workplace culture and support employee learning and growth. Creating a healthier workplace culture rounded in principles of management practices, organizational change and development, motivation, human resource practices and concepts. All performance shall be shaped by a commitment to equity and social justice, addressing differences based on race, power and privilege which is a central priority to Investing In You and the Equity and Social Justice Strategic Plan. This position will also provide leadership, management and oversight for the division in the Division Director's absence.

Work Schedule
The typical workweek is 40 hours per week, Monday-Friday. This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible.

- Provide day-to-day management and oversight of the Career and Culture Organizational Development team, projects and programs serving as a managing change agent, conducting issue diagnosis/identification, action planning design and development that is participative and inclusive, execution, and outcome/results evaluation.
- Provide leadership and consultation for King County internal customers, facilitating the identification areas of operational management need, and guiding toward a determined intervention process, including but not limited to: coaching, strategic planning, or management process/systems design and general organizational health.
- Work collaboratively with DHR leadership, Training management, and King County department/division/section leaders to develop, design and implement various learning programs.
- Support the continued development, launch, and administration of healthy conflict engagement, workplace repair, and culture change.
- Implement, monitor, and manage system and organizational change efforts.
- Support the advancement of the County's Equity and Social Justice Strategic Plan and ensure that the principles of the ESJ plan are reflected in all aspects of the Division's operations.
- Facilitate optimum utilization of County resources, such as methods, equipment, materials, funding and people, through effective management practices to accomplish established short- and long-term goals.

- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
- Any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
- A Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development or a related field; and
- Six years of increasingly responsible management experience in organizational development, public administration, training and development, and human resources.
Other Qualifications:- Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, and veterans.
- Experience having complex and challenging discussions about race and diversity in the workplace and managing differences and building bridges.
- Ability to create initiatives to develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building.
- Strong and active supervisory skills.
- Skill in establishing effective working relationship and partnerships across boundaries.
- Clear and effective communication and presentation skills, both oral and written, with the ability to communicate with individuals at all levels both internally and externally.
- Skill at goal-setting with the ability to organize people and activities to accomplish strategic work plans.
- Skill & demonstrated experience in developing and establishing process improvements, and developing innovative approaches to problem solving, working collaboratively and implementing various learning programs.
- Skill in system/organizational analysis.
Desirable Qualifications:- Demonstrated skills in implementing programs and services across a broad complex organization.
- Comfort and flexibility in navigating a complex political environment while managing multiple competing priorities.
- Proven skills in staff leadership, supervision and public personnel management.
- Experience delivering service to support an equity and social justice framework.
