- Summary
The Department of Metro Transit is seeking an experienced investigator with a commitment to diversity, equity and inclusion for an Investigator position. The Investigator will support the Department of Metro Transit's efforts to become pro-equity by promoting accountability for anti-discrimination through the resolution of formal and informal complaints, including performing investigations into allegations of discrimination, harassment, retaliation, and other unfair practices. This is an exciting opportunity as King County is intentionally leading with racial justice to confront historical and systemic inequalities that continue to exist within our community and our organization.

In this role you will:
- Oversee the resolution of formal and informal complaints of alleged discrimination, harassment, retaliation, and unfair practices in an efficient, thorough, and professional manner.
- Conduct, oversee, and/or advise on formal investigations, including preliminary reviews, pre-investigation activities, interviewing parties, gathering evidence, writing reports, and making findings and/or recommendations.
- Identify and implement, in partnership with internal and external stakeholders, interim and remedial interventions to stop alleged behavior and address the impact on individuals and the community.
- Provide technical and practical advice and guidance, including coaching, on EEO matters, employee concerns, and workforce equity initiatives.
- Develop and implement a range of training programs for investigators and others involved in resolution processes.
- Support the efforts of Transit's Equity and Inclusion Office, including facilitating trainings and representing the Office to internal and external stakeholders.
- Perform other duties as assigned.
We are looking for candidates who meet the following minimum qualifications :- Education in a relevant field, including human resources, business administration, public administration, law, criminal justice, civil rights law, race/gender studies, conflict management, etc.
- Progressive experience in equal employment opportunity, workforce diversity and inclusion, social justice, or related fields.
- Experience conducting civil rights, human resources, or labor relations investigations.
- Candidates should have demonstratable knowledge, skills, and ability in:
- local, state, and federal anti-discrimination laws, programs and practices.
- Best practices that advance pro-equity and inclusion efforts, including racial justice, social justice, workforce diversity, equity and inclusion, and civil rights.
- Proactive strategies to ensure individuals with disabilities can fully access their rights and resources, particularly in a civil rights process.
- Issues impacting LGBTQIA+ and Two Spirit individuals and proactive strategies to create inclusive space for sex and gender diversity.
- Alternative dispute resolution methods and creative problem solving, including mediation, facilitation, negotiation, and restorative justice principles particularly related to cross-cultural issues.
- Applicable curriculum development and assessment.
- Facilitation that creates opportunities for open dialogue such that multiple and diverse perspectives and voices are heard, respected & empowered.
- Building and sustaining trust-based relationships with people from all cultures and backgrounds and interacting and influencing effectively across all levels of positional authority within a large, complex, highly unionized organization.
- Identifying and disrupting discriminatory and other oppressive or marginalizing behaviors in a manner which ceases the behavior and simultaneously increases awareness, learning and community.
- Engaging courageously in difficult conversations with leadership at all levels that balances the aspirational goals of Metro Transit and the resolution of immediate issues.
In addition, the most competitive candidates will possess the following desired qualifications:- Engaging with all parties in a conflict using trauma-informed best practices
- Professional certification(s) in investigations.
- Experience advancing diversity, equity, and inclusion through a focus on civil rights, human resources, or employee & labor relations in a highly unionized, matrixed and political work environment.
- Skill in gathering, assessing and analyzing EEO related data (quantitative and qualitative).
- Experience writing and presenting on the outcome of specific initiatives or processes related to creating a more inclusive, equitable, and diverse work environment.
SUPPLEMENTAL INFORMATION:
Who May Apply
This position is open to all King County employees and the general public. This is a Term-Limited Temporary assignment which is expected to last two years.
Work Schedule
The typical workweek is 40 hours per week, Monday-Friday and may require occasional evening and/or weekend work. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
