The Developmental Disabilities Division is seeking two Project/Program Manager IIs to support the School-to-Work and Adult Services Programs. Applicants may be considered for both positions. These positions will join a multi-disciplinary work team that is responsible for planning, coordinating, implementing, and maintaining services to meet the needs of current and future King County residents who have intellectual and developmental disabilities. The positions are responsible for supporting the management of the Division's Employment, School-to-Work and Community Inclusion programs through a network of service providers.

Work Schedule: This position is scheduled to work 40 hours per week, typically 8:00 a.m. – 5:00 p.m., Monday through Friday, and is overtime eligible with supervisory pre approval. Flexibility may be required for occasional evening or weekend hours.

- Prepare, administer, and manage contracts with community-based service organizations to ensure compliance with federal, state, and local requirements. This includes developing agency contracts, tracking and revising program budgets, authorizing agency provider expenditures, and determining the need for contract amendments
- Provide daily support, technical assistance, and problem solving to system partners to ensure individuals with intellectual and developmental disabilities receive appropriate and quality services
- Participate in monitoring of service providers for compliance with contract and applicable local, state and federal policies and rules
- Provide technical assistance to providers regarding contract compliance
- Identify training and technical assistance needs within provider community
- Support the billing and payment system for Employment, School-to-Work and Community Inclusion services
- Plan and build agendas and effectively facilitate meetings with providers, other governmental professionals, advocacy groups and the general public
- Develop and maintain collaborative relationships with contractors and other system partners
- Develop and conduct service outreach presentations with partners and public
- Assist with analyzing County, State, and Federal legislation and public policies to determine impact on the programs and individuals served by the programs and write reports or issue papers summarizing the analysis
- Gather and analyze data for program and system improvement
- Assist in design and preparation of evaluation reports for a range of audiences including policy makers, citizen advisory boards, system administrators, service providers, clients, advocates, and/or community representatives
- Respond to politically sensitive inquiries from individuals, families, agency providers, government partners, advocates, and other community members
- Represent the Division in multi-agency and inter-jurisdictional meetings and community meetings
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Knowledge of and commitment to equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations
- Minimum of three years of experience in project planning and management related to human services
- Knowledge of service delivery systems, resources and information for individuals with intellectual and developmental disabilities and their families/support systems
- Strong professional level writing and communication skills
- Skills and abilities working collaboratively with diverse stakeholders including self-advocates, families, system partners, culturally specific and community based groups, volunteer boards, service providers, and co-workers
- Ability to function sensitively in a political environment, including effectively responding to consumer inquiries, concerns and/or complaints
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and, to organize and prioritize quickly in response to changing needs
- Strong analytic and decision making abilities
- Ability to exercise good judgment in interactions with funders, jurisdictions, providers and partners; especially the ability to maintain professional, cooperative and courteous relationships even in difficult situations
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook and the Internet
- Valid Washington State Driver's License or ability to travel throughout the County in a timely manner.
- Knowledge of and commitment to employment first values for individuals with intellectual and developmental disabilities
- Experience in a monitoring or oversight role of complex contracts/programs for human services
- Knowledge of developmental disabilities service system, system partners and associated roles
- Experience working with transition age youth with the goal of community-based employment
- Bilingual
