Engineer I Housing Repair Project Manager
- Summary
This position is part of a team that inspects dwellings for housing quality standards and housing code violations, provides program information to eligible homeowners, and provides financial and technical assistance to low-income homeowners to repair or rehabilitate homes in King County under the direction of assigned staff. This job requires climbing on ladders, walking on uneven surfaces, crawling under homes, and other potentially strenuous activities.

Work Schedule: This position normally works a 20 hour work week; 8:30am – 4:00pm, Tuesday, Wednesday, Thursday; 8:30am – 3:00pm. This position meets the provisions of the Fair Labor Standards Act, and is overtime eligible with supervisory pre-approval..

• Inspect dwellings for housing quality standards and housing code violations to achieve an outcome of clean, safe, and decent housing under the direction of assigned staff.
• Conduct project site inspections with contractors to monitor contractor compliance. Authorize interim disbursements and contract final payments. Monitor and review budget expenditures for each individual client project and assisting assigned staff.
• Prepare specifications, estimates or scopes of work for public bidding. Conduct bid or contractor qualification processes. Administer construction/rehabilitation contracts between contractor and homeowner. Resolve homeowner/contractor disputes while assisting assigned staff.
• Originate loan applications from qualified King County residents, process loan applications; underwrite credit packages to determine worthiness of applicant as it relates to program guidelines and requirements and assisting assigned staff.
• Resolve land title issues, and prepare final loan closing documents and assisting assigned staff.
• Conduct mortgage loan closings with homeowner and record all required documents with King County while assisting assigned staff.
• Participate in planning and organizing unit staff meetings.
• Other duties as assigned under the direction of assigned staff.- Experience, Qualifications, Knowledge, Skills
- 1. At least two years (24 months) of current customer service related work history with some construction related background.
2. A four year BA/BS degree and/or other life rounded experiences that would be beneficial to King County Housing Repair program and our housing repair applicants.
3. Experience in construction project management, and/or the public/private bidding process.
4. Demonstrated knowledge of general construction materials, methods and techniques.
5. Current experience with construction costs and labor requirements.
6. Knowledge of and experience reading and interpreting current building codes, mechanical, plumbing, electrical, HVAC, and applicable land use requirements.
7. An understanding of construction contracts, drawings, insurance requirements and contract law.
8. Physical ability to go up and down steps and ladders, climb over or crawl under or around obstacles while inspecting dwellings.
9. Demonstrated experience in communicating respectfully and effectively with diverse clients at all times.
10. Ability to work and make decisions in a team environment and be a team member; work with the schedules of other staff and be cooperative and able to compromise and resolve issues with minimal direction; be flexible and work professionally with all levels of staff.
11. Ability to write legibly in a manner clearly understood by others.
12. Ability to manage time, to work on multiple tasks in a high pressure/short deadline environment and to adapt to changes in workload demand and priorities.
13. Knowledge and ability to speak Spanish or an additional second language is a plus.
14. Experience or understanding of the concepts a loan officer, loan counselor, loan servicing representative or financial specialist for a banking institution, credit union or customer service agent. Demonstrated knowledge of current federal regulations governing housing repair programs. Knowledge of mortgage lending practices, loan processing, escrow closing, and general real estate law. Knowledge of EPA/HUD regulations regarding lead-based paint inspections, risk assessments and clearance examinations. A State certified lead based paint risk assessor is preferred, but not required. An exposure to the concepts of dispute resolution skills. Intermediate proficiency using Microsoft Word, Access and Excel. Knowledge of marketing techniques and strategies to promote program participation for potential applicants and other outreach providers. - Supplemental Information
- Necessary Special Requirements:Possess a valid Washington State driver's license and have the ability to travel to various locations throughout King County in a timely manner.
Ability to successfully pass a background investigation per FWAC or CW 43.43.
