Engineer II – TLT/SDA (Capital Improvement and Preservation Unit)

DURATION: This opportunity is temporary and expected to last three years.

JOB DUTIES:- Conduct research, field investigations and engineering assessments/studies necessary for the design, permitting, and construction of projects.
- Perform hydrologic and hydraulic computer modeling, including HEC-RAS, WWHM, MGSFlood for determining flow, surface water elevations and for facility performance.
- Write various engineering documents, including but not limited to study and design reports, technical information reports, stormwater pollution prevention plans.
- Prepare engineering plans, specifications, calculations and cost estimates.
- Apply the King County Surface Water Design Manual (SWDM), Washington State Department of Ecology Stormwater Management Manual for Western Washington (DOE Manual), Department of Fish and Wildlife Water Crossing Design Guidelines, and King County Roads Design and Construction Standards for the design of storm water facilities such as conveyance, detention and water quality facilities, etc.
- Support the obtaining of regulatory permits, including meeting with agency staff, writing reports, responding to requests for information and tracking progress of agency reviews.
- Build support and communicate complex technical issues effectively with stakeholders, including citizens and regulatory agencies.
- Make recommendations and decisions to ensure that projects meet the requirements of regulations and best management practices.
- Assist in contract negotiations and administration.
- Perform construction inspections and resolve field issues as needed.
- Perform other duties including project management tasks and special projects as assigned.
- Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Environmental Engineering, Environmental Science, Water Resources Engineering, or closely related field; or substituting one year of documented progressively responsible, related civil engineering experience for each academic year of the required education or an equivalent combination of education and experience.
- Engineer in Training Certification (EIT)
- At least two years of professional work experience that is applicable to the primary job duties of this position.
- Experience in preparing plans, specifications, cost estimates and other technical documents.
- Knowledge of federal, state, and local regulations relevant to the type of work described for this position.
- Knowledge of relevant construction techniques and approaches.
- Ability to work productively on multi-disciplinary project teams, and collaborate across all levels of stakeholders.
- Ability to apply accurately hydrologic and hydraulic principles and perform necessary calculations.
- Ability to accurately assess permit requirements, understand permit review and approval processes, prepare permit applications, and develop and manage permit strategies and schedules.
- Ability to learn new skills quickly, self-manage, prioritize and meet tight deadlines.
- Skills in analytical problem solving, negotiation, proactive listening, critical thinking and conflict resolution.
- Skill in Microsoft Outlook, Word, Excel, Project, PowerPoint and other office applications.
- Demonstrated punctuality and dependability in daily attendance.
- Effective team building and communication skills.
- Licensed Washington State professional civil engineer.
- Skill in Arc-View GIS, Access and civil design software such as AutoCAD-Civil 3D or equivalent.
- Understanding of water quality and flow control Best Management Practices and skill with hydrologic and hydraulic modeling.
- Basic understanding of Asset Management and its application to storm water facilities.
- Basic understanding of the principles of project management.
PHYSICAL REQUIREMENTS: This position requires the ability to conduct physical site inspections and evaluation, including in times of inclement weather conditions. There is often a need to walk on uneven terrain for extended periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces. Work tasks also may include in-water situations involving wading and the use of rafts or canoes.
NECESSARY SPECIAL REQUIREMENTS:- A valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
