Engineer II (West Point Treatment Plant)

WHO MAY APPLY: This position is open to all qualified applicants. First priority will be given to Teamsters 117 transfer and internal candidates. Applicants must have knowledge of general wastewater treatment plant operation and engineering design.
Additionally, $1.00 per hour from the base wage will be diverted to the Western Conference of Teamsters Pension Trust Fund.
WORK LOCATION: This position is based at West Point Treatment Plant, with anticipated travel between South Plant, Brightwater and other regional offsite facilities.

JOB SUMMARY:
The responsibilities of this classification include performing the broad scope of fully proficient engineering design, construction management inspection and related responsibilities in support of a department's engineering functions. Work responsibilities are performed on an independent basis with minimal guidance and direction from higher level staff. Technical support responsibilities include but are not limited to performing skilled CAD design and drafting, specializing in the mechanical, electrical, and instrumentation disciplines for a wastewater treatment facility program. Routinely perform field inspections, research and verify data, develop plans, prepare layouts and final drawings.
- Job Duties
- Review and/or prepare engineering designs for assigned work unit.
- Prepare preliminary and final drawings from field notes and sketches using appropriate drafting techniques and specialized drafting equipment, including Computer Aided Design (CAD).
- Perform research of equipment; incorporate into drawings, plan and conduct construction, electrical, instrumentation, maintenance and compliance inspections. Review contractor's compliance with construction procedures; check materials for proper approval, certification with contract specifications and other contractual requirements.
- Review contract plans and provision, oversee the work of contractors on a daily basis and monitor work progress and take corrective action for non-compliance with contract requirements.
- Conduct field investigations to determine resolution to inquiries and respond to inquiries.
- Prepare operations and maintenance documents and manuals
- Act as Project Manager for a specific task or assignment within a project such as the creation of as-built drawings from field surveys.
- Investigate and troubleshoot system failures and problems, recommend resolutions.
- Prepare environmental documents, secure environmental permits, and perform field investigations for assigned projects to determine the need for permits and/or the extent of the environmental review.
- Research, organize and assess technical information. Coordinate and oversee the review and preparation of technical environmental documents to assess impacts. Coordinate the integration of environmental specification into plans
- Develop, implement or administer project scope of work, schedule, budget, contract requirements and the execution of plans for the design, procurement and construction phase of assigned projects
- Research and develop technical specifications for new or unique products
- Provide technical quality assurance/quality control review of drawings and specifications
- Maintain and update drawings, maps, improvements and other information
- Perform necessary calculations to interpret field notes for the development of drawings and specifications.

- Bachelor's degree in Electrical Engineering or similar field.
- Knowledge of project management techniques and principles
- Knowledge of contract administration techniques and principles
- Knowledge of budgeting techniques and principles
- Knowledge of scheduling techniques
- Advanced knowledge of construction management, inspection and enforcement techniques
- Advanced knowledge of survey techniques and principles
- Ability to develop engineering scope of work and sequentially plan engineering tasks
- Ability to facilitate interactive discussions on engineering aspects of a work package
- Ability to execute sound decisions accounting for risks and benefits associated with alternative engineering strategies.
- Ability to conduct critical analysis of existing engineering standards and practices to derive thoughtful conclusions for improvements to gaps identified.
- Skill in working with diverse individuals and customers and maintaining effective relationships
- Skill in responding to frequently changing work responsibilities
- Skill in handling politically sensitive issues
- Civil, mechanical, instrument, electrical, drafting experience
- Journey-level proficiency in CAD drafting production in a multi-discipline, high production environment
- Ability to perform the necessary mathematical calculations for small design and drafting assignments
- Supplemental Information
- Washington State Driver's License or equivalent and the ability to provide transportation to remote work locations with limited or no public transportation may be required.
- Additional licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.
