THIS SPECIAL DUTY ASSIGNMENT IS ONLY OPEN TO INTERNAL CAREER SERVICE CANDIDATES. This position is approved through January 1, 2021.
This special duty assignment serves in the County's Enterprise Risk Management (ERM) program.
ERM is an integrated approach to managing risk. It improves proactive risk identification, assessment, and treatment across the county's operations. The ERM Program's primary goals are:- Effectively address emerging risks and opportunities in the areas of strategy, finance, reputation, operations, workforce, compliance, equity, and safety.
- Provide risk owners with the data and assessment tools needed to make informed, intentional decisions about the risks they face.
- Integrate mature risk management systems and processes into the county's culture and business processes.
- Achieve a more complete and dynamic understanding of priority risks facing King County.
The ERM Associate supports the identification, analysis, assessment, and prioritization of risks across King County. This position is responsible for coordinating, collecting, compiling, and analyzing qualitative and quantitative data related to claims, risk profiles, risk appetite, problem-solving, and decision-making.
A successful ERM Associate will develop skills to build relationships and solve problems across different and sometimes competing interest groups within the County's diverse operations.
At the end of this special duty assignment, a successful incumbent will be able to lead a department's risk management efforts through a strong understanding and deft application of ERM; the County's risk appetite, risk culture, and risk-related business processes; and the analytic and decision-making tools needed to identify risks, engage them appropriately, and improve performance over time.
SCOPE OF JOB DUTIES: In order to be considered minimally qualified for this role, you must demonstrate skill and ability to:- Analyze loss data including the causes of tort claims, their costs, time-related factors, equity factors, and existing or future efforts to improve performance.
- Communicate the context, meaning, and limitations of available data in terms to audiences with varying levels of comfort with data analysis and a diversity of lived experiences and communication styles.
- Perform logistical tasks supporting the ERM work group.
- Perform logistical, analytic, and administrative tasks supporting risk profile exercises with departments and sections preparing their budget proposals.
- Perform administrative and analytic tasks supporting the loss control fund.
- Identify and analyze sources of useful risk-related data beyond existing ORMS or County systems which may assist in understanding risks and making informed, effective decisions.
- Appropriately handle sensitive data related to matters where litigation is likely or in progress, including matters related to employment, descriptions of bodily injury and/or death, and descriptions of alleged violations of civil rights and/or other similar matters.
- Have strong listening skills
- Demonstrate solid written and oral communications
- Is comfortable with ambiguity, shifting priorities, and multiple competing priorities in a dynamic environment
- Are comfortable using office productivity tools in their daily work. (The county uses, Microsoft Word, Outlook, Excel, and PowerPoint)
- Is comfortable working in Excel with a desire and willingness to become an expert in Excel (willing to learn PivotTables and complex formulas such as VLOOKUP)
- Experience or familiarity with VisualBasic, SQL, and/or XML
- Some knowledge or familiarity with the structure and operation of Count government, including potential future challenges related to operations, finance, strategy, equity, workforce, safety, and reputation
- Knowledge or familiarity with the principles of enterprise risk management as conveyed on international standards documents such as ISO 31000:2019 or the COSO ERM Integrated Framework.
