Enterprise Services Section Manager
- Summary
The Solid Waste Division (SWD) of King County's Department of Natural Resources and Parks (DNRP) is seeking a dynamic seasoned strategic leader, who will be assigned to manage the Division's Enterprise Services (ES) Section. This member of the executive leadership team will report to the Deputy Division Director and help lead a diverse business organization that is committed to continuous improvement and nothing short of excellence.
The ES Manager will be responsible for the overall management and administration of the centralized contract management (CCM), financial operations (budget and accounting), customer service units, and for managing the relationships under which the division consumes services from other county agencies (information technology, real estate, legal, fleet, central finance, etc.). As Section Manager, the position is also responsible for the section's day-to-day administration and management. The ES Section has about 25 staff members and under its current organization, the ES Manager has 5 direct reports.

Work Schedule: This position is exempt from the Fair Labor Standards Act and is not eligible for overtime pay. The core work hours are normally 8:00 a.m. – 5:00 p.m. Monday through Friday.

About the Solid Waste Division: It is an exciting time for the Solid Waste team, a division of the Department of Natural Resources & Parks. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission.
The SWD Team is comprised of diverse talent ranging from heavy equipment operators and landfill technicians to marketing gurus and environmental scientists and engineers. Approximately 25 percent work at the King Street Center in Seattle and the remainder work at the County's eight Recycling and Transfer Stations, 2 Drop Box locations, 960-acre active landfill and seven closed landfills. We partner with private industry, labor unions, and local government to deliver value to our customers. We are currently in the design phase of our new South County Recycling and Transfer Station to replace the existing and aging Algona Transfer Station. The King County Council recently approved the Comprehensive Solid Waste Management Plan (Comp Plan) which is now out for adoption by our partner cities and then for approval by Washington Department of Ecology. The Comp Plan authorizes the SWD to proceed with the 9th and final disposal cell at Cedar Hills Regional Landfill and to construct a new Northeast Recycling and Transfer Station to better serve our customers currently served by the Houghton Transfer Station.
Examples of Job Duties:- Lead the development and implementation of long term financial strategies to include revenue, expenditures and reserves.
- Oversee the day to day management of the division's financial operations including budgeting, revenue collection, audit controls, accounts payable, accounts receivable, general ledger, and other related financial functions.
- Plan, develop, implement, and revise internal control systems and/or methods to ensure compliance with auditing and financial reporting regulations and requirements.
- Oversee the day-to-day management of the centralized contract management unit (CCM) which includes responsibilities for contract development, negotiation, procurement, implementation and administration of designated contracts; supervise the person who will act as advisor and subject matter expert to the division on contract management matters. Directly engage in negotiating high-profile and critical contracts for the division.
- Develop, implement, maintain, and enforce standard contract administration policies and procedures consistent with County procurement and contract policies and procedures.
- Act as the centralized contract management service provider to other division staff and ensure quality of service and work product.
- Oversee the day to day management of the division's customer service team which serves as a resource to the public on division activities and information.
- Supervise the work of assigned staff including the full scope of human resources functions such as but not limited to, employment, training, conducting performance evaluations and recommending disciplinary action(s).
- Advanced knowledge of generally accepted accounting and business practices
- Advanced knowledge of generally accepted auditing and internal control practices and techniques
- Advanced knowledge and skill in management techniques and principles including managing conflict, motivating and directing others, driving for results, priority setting, problem solving and developing direct reports.
- Knowledge of contract management techniques and principles
- Knowledge of automated information systems and total work systems such as LEAN, ISO and Six Sigma
- Advanced knowledge, experience, and skill of budgeting techniques and principles
- Knowledge of human resources management techniques and principles
- Skill in applying accounting and auditing techniques and principles in the day to day administration of the division's revenue collection, accounts payable, accounts receivable and other financial functions
- Skill in making presentations and convincing others to initiate action(s)
- Skill in oral and written communication techniques and principles
- Skill in making timely and quality decisions
- Skill in dealing with circumstances outside or in the absence of established policies and/or procedures and be able to facilitate decision making within the organization to get results while maintaining strong customer focus
- Ability to synthesize information and make recommendations and/or decisions within and outside of established policies and procedures
- Ability to analyze and evaluate the division's financial operations and make recommendations within and outside established policies and procedures
- Ability to communicate technical information to non-technical audiences
- Ability to work with individuals in diverse work occupations and develop a collaborative and effective team environment
- A certified public accountants license is preferred.
Special Requirements:- Some additional licenses or certifications may be determined to be necessary to meet the division's business needs after employment.
- A valid Washington Driver License (or ability to obtain one upon hire), or ability to travel in a timely manner to various locations on short notice including to sites which may not be served by public transportation.
