Equity and Social Justice (ESJ) Capital Implementation Manager (Project Program Manager III)
- Summary
King County has produced our first Strategic Plan for Equity and Social Justice (ESJ), co-created with employees and community partners. The Plan is a blueprint for action and change that will guide our pro-equity policy direction, our decision-making, planning, operations and services, and our workplace practices in order to advance equity and social justice within County government and in partnership with communities.
One of the goals within the plan includes ensuring that our capital development policy, budgets, portfolios and programs are pro-equity and contribute to improved community conditions.
Position Purpose
The Equity and Social Justice (ESJ) Capital Implementation Program Manager (Project Program Manager III) will be responsible for designing and implementing a method to apply ESJ policies, practices and procedures to Metro Transit's capital program at the portfolio, program and project level. This position will monitor and report compliance with implementation requirements in the King County Strategic Plan for Equity and Social Justice and the six goal areas contained within the ESJ Strategic Plan.
The individual selected for this position will be responsible for ensuring that the staff responsible for the planning, design and implementation of the Capital Program have the training, tools and resources to use capital programs and projects to positively impact the Determinants of Equity identified in the King County Strategic Plan for Equity and incorporate equity into Metro's Long Game strategy and Mobility Framework.
The most competitive candidate for this position will have a commitment to advancing equity, diversity and inclusion; sound capital project management skills; the ability to communicate effectively; work effectively on project teams and create consensus and build buy-in from multiple stakeholders including management and community partners.
This position will collaborate with Capital staff and management, Transit's Diversity and Inclusion Manager, community stakeholders, vendors and other groups within King County that are responsible for delivering capital programs for their respective organizations. Work will include assisting with the development of tools to ensure that the infrastructure, systems and procedures used in our capital program are equitable.

Who May Apply
This position is open to the general public and all King County employees. This recruitment will be used to fill an immediate Career Service position. In addition, this selection process may be used to generate an eligibility pool for future similar career service, term limited temporary (TLT) and special duty (acting) positions that are within the Capital Division's Capital Project Delivery Section. The eligibility pool would be valid for one year upon creation at the discretion of the hiring authority. NOTE: If you are interested in being considered for future career service opportunities in a similar Design and Construction position that may occur in the next year, you are encouraged to apply for this recruitment.

Work schedule:
This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Typical work hours are between 8:00 a.m. and 5:00 p.m., Monday through Friday. - Job Duties
- Provide strategic guidance and operational assistance with developing and advancing equity, diversity and inclusion at the capital portfolio, program and project level.
- Develop program requirements for Invitations to Bid (ITBs), Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Purchase Agreements/Orders.
- In alignment with the concept of Place Matters and the King County Equity and Social Justice Strategic Plan, utilize demographic zip code data that identifies under-represented, under-utilized and impoverished communities to work with internal project teams and stakeholders and external consultants, contractors and suppliers to improve the Determinants of Equity within these communities.
- Utilize the Sustainable Infrastructure Scorecard and Equity Impact Review (EIR) Tool to assist in creating and maintaining opportunities to advance equity in our capital improvement programs/projects (CIP).
- Review data and provide recommendations to management.
- Utilizing the EIR process, analyze how design and construction decisions related to capital portfolios, programs and projects impact equity outcomes and provide education on how to shape program and project attributes.
- Gather and get a better understanding of the concerns that are a reflection of capital portfolio, program and project decisions as they relate to the various stakeholder and community organizations, especially historically hard to reach populations including those with limited English language skills.
- Provide training to Capital Project Managers, and other project team members, on how to make decisions with a pro-equity lens. Develop a process to ensure continued pro-equity practices, processes and outcomes through the capital project lifecycle.
- Create, train and develop accountability mechanisms for staff who work on CIP related to equity, diversity and inclusion.
- Engage staff and management on diversity and inclusion concerns related to Transit's capital program, gather feedback and implement changes to improve.
- Manage, coordinate and ensure effective communication to stakeholders related to activities and information associated with new processes and changes.
- Provide clear, concise, and practical communication to staff, senior management and community stakeholders.
- Draft, review and distribute various written documents (i.e., reports, process maps etc.) and coordinate marketing and branding efforts for the CIP Program.
- Promote an equitable, diverse and inclusive work environment and support diversity and inclusion goals.
- Track, maintain and present diversity and inclusion metrics and reporting information.
