These positions are centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office. PME is composed of a team of dedicated program evaluators who work with partners within and outside of DCHS to test innovative approaches to tackling a variety of system, policy, and service delivery challenges. PME is recruiting for two positons:
Veterans, Seniors and Human Services Levy (VSHSL) Evaluation Lead
This Career Service position leads the evaluation and performance measurement support for the Veterans, Seniors and Human Services (VSHSL) Levy. This position directly supervises at least two DCHS evaluators and one DCHS data manager and serves as the lead evaluator. It allows a senior-level evaluator the opportunity to evaluate King County programs serving veterans, servicemembers and their families, older adults age 55 or older and their caregivers, and members of vulnerable populations (https://www.kingcounty.gov/depts/community-human-services/initiatives/levy.aspx). Programs under this initiative include programs that support veterans who are at risk of homelessness or experiencing housing instability, survivors of gender-based violence, caregivers of older adults or individuals with a disability who could themselves benefit from additional social supports and resources, and persons reentering from incarceration, among many others. A key focus of this position is to work with program staff and providers to stand up a collaborative approach to performance measurement and evaluation that recognizes the value in client-driven program design and balances innovation with sound stewardship of levy resources. The position will also work with programs and program staff to develop outcomes focused program evaluations that assess a programs contribution toward the VSHSL's five results: housing stability, financial stability, service system access and improvement, social engagement, and healthy living.
MIDD Behavioral Health Sales Tax Fund Evaluation Lead
This Career Service position leads the evaluation and performance measurement support for the programs and services of the MIDD Behavioral Health Sales Tax Fund (www.kingcounty.gov/midd). This position directly supervises at least one DCHS evaluator and one DCHS data manager and serves as the lead evaluator. It affords a unique opportunity for a senior-level evaluator to help improve the performance of King County's behavioral health system for the benefit of its clients. Programs funded by MIDD support people living with or at risk of behavioral health conditions through a continuum of care that includes prevention, early intervention, crisis diversion, recovery, and reentry. This position plays a key role in determining overall results for MIDD services, and will also work with programs and program staff to develop outcomes focused program evaluations that assess a program's contribution toward MIDD's policy goals: emergency system use reduction; crisis event reduction; improving health and wellness of people living with behavioral health conditions; increasing culturally appropriate, trauma informed services; and linkage to other County and community initiatives. Another key focus of this position is the integration of continuous quality improvement and data-informed decision making into performance measurement and evaluation activities to help ensure timely, well-coordinated, integrated care.

Develop Performance Measures and Evaluate High Priority Initiatives
- Lead the evaluation activities, including development, analysis and reporting of evaluation and performance measurement for King County-funded programs.
- Supervise evaluation staff supporting the evaluation needs of VSHSL or MIDD strategies.
- Provide leadership in the development, implementation, and management of continuous quality improvement (CQI) processes needed to support and improve outcomes for people living in King County.
- Work with program staff, implementing agencies, stakeholders, and planning teams to design program performance measures and evaluation approaches.
- Design and conduct program evaluations of key initiatives using rigorous evaluation methods (e.g., quasi-experimental design).
- Coordinate with members of PME to develop foundational documents that support standardized workflows and processes across the unit; support compliance with these policies and processes.
- Actively engage internal and external partners in the evaluation process.
- Develop performance monitoring reports, dashboards, presentations, and other visual representations of data.
- Develop data collection instruments and quality assurance processes to ensure accurate and timely data collection.
- Manage and link data from multiple internal and external sources.
- Train and support program staff and implementing agencies on performance measurement, data collection, reporting, and other evaluation related activities.
- Assist in the development and implementation of an electronic data reporting system.
- Analyze and interpret both quantitative and qualitative data using appropriate statistical methods and data manipulation tools.
- Prepare and present reports and briefings that summarize results and interpretations of findings for a wide range of audiences including policy makers, system administrators, service providers, clients, advocates and/or community representatives.
- Respond to data requests requiring integrated data or complex analytical approaches.
- Participate in selected team, work group, division, and department meetings.

- Experience, Qualifications, Knowledge, Skills
- A PhD or Master's degree in social sciences, public health, behavioral health or related field with course work in performance measurement, research methods and statistics and/or equivalent education and experience.
- At least 3 years of experience conducting program evaluations and developing performance measures.
- Understanding of social, racial, and economic context of location. Ability to apply a race equity lens to data issues ranging from matching methods to results interpretation.
- Demonstrated knowledge of: quantitative and qualitative analysis principles and methods; principles and practices of intervention research and program evaluation; subject privacy; methods, tools and techniques of applied research; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
- Critical thinking and analytical capabilities, and experience developing and implementing CQI strategies and related data and reporting necessary for its completion.
- Experience extracting, matching, cleaning, managing, and validating data.
- Superb attention to detail and ability to think analytically.
- Experience with data management, analysis, and visualization tools such as SQL, Excel, SAS, R, and Tableau.
- Experience directly supervising staff.
- Strong oral and written communication skills, including the ability to communicate well with diverse groups in multiple settings.
- Skilled at writing professional documents for specific audiences including high-level summaries for non-technical stakeholders and detailed technical notes for evaluation colleagues.
- Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
- Experience successfully managing complex projects, in detail, and meeting deadlines.
- Demonstrated ability to establish and maintain good working relationships with diverse teams and stakeholders.
- Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.
- Knowledge of social and human service business process and use of performance management tools within a service environment.
- Experience in the areas of behavioral health, military service, seniors or work with vulnerable populations.
- Experience with data visualization tools such as Tableau.
- Expert skills in SQL and statistical software such as R or SAS.
