Executive Analyst II
- Summary
King County is seeking a thoughtful and intellectually curious individual to provide analytical and financial consulting in support of King County agencies and the Executive Office. In close collaboration with assigned departments and divisions, the Executive Analyst will manage a range of processes and issues related to budget development, financial monitoring, financial and policy analysis, performance management, and business planning, including developing policy options and recommendations. The Executive Analyst will join the Criminal Justice/Health and Human Services (CJ/HHS) team in the Office of Performance, Strategy and Budget (PSB).

The Office of Performance, Strategy and Budget (PSB) is in the Executive department of King County government. It serves as a resource to the County's departments and agencies in developing and implementing budgets, strategic plans, business plans, financial plans, visual management tools, continuous improvement processes, and performance metrics. It is also responsible for regional planning and implementation of Lean process improvement. ABOUT THE POSITION
This position is in the budget section of PSB, a group of about 25 analysts and managers, that coordinates biennial budget development and ongoing financial monitoring processes, while also supporting agencies and other partners in business planning, measurement, and process/system improvement activities. This position is on the Criminal Justice/Health and Human Services (CJ/HHS) team which primarily works with agencies in the justice system and agencies responsible for public health and human services.
Executive Analysts in the budget section of PSB have a unique role supporting agencies, advising decision-makers, and coordinating a budget process, which is a nexus where technical analysis, public policy, and politics meet. Although a good portion of work in this position is financial and budget-oriented, Executive Analysts are frequently involved in policy analysis, facilitation, performance measurement, system and process improvement, and broader planning activities. Executive Analysts need to have both technical analytical skills and the ability to build and maintain strong relationships, manage conflicting perspectives, and engage collaboratively.- Job Duties

JOB DUTIES:- Manage the development, preparation, and evaluation of department budgets.
- Examine agency proposals (budget requests, initiatives, legislation) for financial, organizational, and policy implications and develop options and recommendations.
- Brief PSB Director, PSB management, and other County leadership on budget, financial, and policy issues. Communicate ideas and information to non-financial managers, elected officials, and other stakeholders.
- Monitor financial health, risks, and emerging issues for operating funds.
- Monitor status and performance for priority programs and investments.
- Develop and maintain positive working relationships with County agencies and other stakeholders.
- Represent the Executive's Office to County agencies, elected officials, and other jurisdictions.
- Manage and support projects to meet PSB, agency, or enterprise needs.
- Experience, Qualifications, Knowledge, Skills
- Minimum three years of work experience, or a combination of education and experience, that clearly demonstrates the ability to successfully perform the job duties listed above.
- Strong written and oral communication skills.
- Ability to innovate, embrace data, and solve problems.
- Talent for working with partners and stakeholders to address issues collaboratively.

- Coursework or degree(s) in public policy/administration, finance, economics, business, or a related field.
- Work experience in budgeting, finance, or public policy.
- Experience working with subject matter related to 1) the legal system (prosecution, public defense, courts, corrections, law enforcement) or 2) public health or human services.

WORK SCHEDULE:
The Executive Analyst position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday. This position is not represented by a collective bargaining agreement.
