Finance and Administrative Services Manager
- Summary
King County Records & Licensing Services (RALS) is searching for an experienced and innovative Finance & Administrative Services Manager who will lead the Divisions financial planning and be the lead for management of the divisions fiscal responsibilities.
This position serves a key member of the senior leadership team and will play a role in the development and strategy for the RALS biennial budget, as well as the on-going financial administration of multiple operating funds.

ABOUT RECORDS & LICENSING SERIVICES (RALS)
RALS is recognized as a leader in service excellence and is building an enduring legacy of continuous improvement and employee engagement throughout our organization and services to public such as:- Recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies;
- Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County;
- Providing licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations;
- Providing internal mail services and physical and electronic records management services to all county agencies;
- Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs through public and private sector partnerships.
Key Deliverables and Expectations- Manage multiple operating funds that support separate lines of business. Collaborate with section managers and section fiscal specialists on financial issues, including the development and review of biennial division budget, and coordinate and/or respond to financial and/or performance audits.
- Develop and link budget metrics with reporting tools necessary to make recommendations to leadership on impacts of policy decisions, and prepare reports, conduct research, gather and analyze data, make recommendations on a variety of operational proposals related to RALS functions and services.
- Develop, modify, negotiate cost allocation models for contract services and perform contract administration for interlocal agreements.
- Evaluate and review legislation and other laws and regulations to support department/division vision, mission and goals. Evaluate proposed legislation for impact on division services. Review RALS legislative transmittals for quality and consistency with standards.
- Direct and shape systems to promote an organizational culture that supports continuous improvement (Lean) and embraces equity and social justice.
- Conceptualize, develop and implement strategies, systems, standards and plans for a wide variety of functions. Use continuous improvement techniques to accomplish these initiatives.
- Serve on the Division Senior Management Team, serve in divisional line of succession, as well as represent the division in a variety of venues, internally and externally.
- Serve on assigned steering committees for division related capital projects.
THE IDEAL CANDIDATE WILL:- Have a strong background and knowledge of local government financial administration and budget planning and analysis.
- Be knowledgeable about how large organizations work, including how to get things done through formal and informal channels. Familiarity with the legislative process is a plus.
- Possess a strong grounding in budget preparation process. Experience with consolidating multiple stakeholder budgets is a plus.
- Have the ability to develop metrics and use innovative visual tools to display division budget priorities and strategic initiatives in a clear and impactful manner for use in policy decision.
- Be flexible and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Be customer-focused and culturally aware. Embrace and lead equity and social justice initiatives.
- Possess strong ability to navigate through potentially conflicting stakeholder perspectives.
- Be an excellent communicator to a wide variety of audiences.
- Be proficient using Business Intelligence Tools and Enterprise Resource Programs (ERP) in daily work (the county uses Oracle financials, PeopleSoft and other tools).
- Will apply quantitative and qualitative analysis and evaluate data for decision-making.
