The Road Services Division is seeking a Finance Manager to oversee all budgeting, financial planning, accounting, internal control, financial management, internal and external financial reporting, and data stewardship for the division's Operating, Capital and Road Improvement District funds. In addition, the manager will oversee the division's payroll function.
As the top financial leader within the division, you'll have the opportunity to offer creative solutions to the challenges of funding Roads' deteriorating infrastructure, and to explore unique solutions that leverage existing revenues to meet the ever-increasing costs of maintaining and constructing transportation requirements for people throughout unincorporated King County.

- Develop and implement strategic long-range financial plans for the division, including financing programs.
- Conceptualize and create presentations of varying complexity on budget and financial information and present to a variety of audiences, including Division management and staff, executive and legislative staff, auditors, consultants and external groups.
- Oversee the development and implementation of the division's operating and capital budgets. Make funding adjustments as necessary to meet the division's business needs.
- Develop and implement the division's policies and procedures on budgeting and financial matters. Coordinate implementation with division budgeting and financial staff.
- Act as key financial advisor to the division.
- Develop strategic policy on financial and budget issues.
- Analyze and evaluate the division's financing plans and programs to ensure that financial objectives meet the division's business needs. Make recommendations on funding allocations.
- Oversee the development and implementation of long-range financial plans for programs, including identifying and developing financing or revenue sources.
- Collaborate with senior staff on the development of the Division's business plan including performance indicators and outcome measures.
- Manage a professional staff by providing direction and assigning duties, providing training and evaluating performance, and when necessary, initiating disciplinary action.
- Analyze rapidly changing resource levels and their impact on the Division's current and future operations.
- Manage the financial planning, tracking, budgeting, accounting and reporting functions for the Division.
- Serve on capital project development team, which identifies, prioritizes and selects projects for inclusion in the Capital Improvement Program Six Year Plan.
- Lead and/or participate in the implementation of emerging technology and tools to manage Road's programs including business intelligence and capital program management tools.
- Oversee division audit management including response and implementation of internal controls.
- Review pending state and federal legislation for financial impacts to the Division and County.
- Manage Division relationships with County central service agencies, such as information technology, fleet, and risk management.

- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
The ideal candidate will have a bachelor's degree in Finance, Accounting, Business, Business Administration, Public Administration or related degree and more than five years of increasingly progressive public sector budget and financial management experience, including the development/oversight of complex budget and financial plans.
In addition, a successful candidate will possess:- Advanced knowledge of generally accepted financial, accounting, budgeting, procurement, contracting, auditing and internal control principles and techniques, and of reporting systems.
- Advanced knowledge of King County budget and financial processes.
- Experience with Hyperion budgeting modules, Oracle Enterprise Business Systems (EBS), and PeopleSoft HCM payroll and personnel management systems.
- The ability to communicate and present effective budget and financial presentations to varied audiences, including senior leadership, elected officials, and the public.
- Experience in managing/supervising/developing diverse and professional work groups, including the ability to build effective teams; manage conflict; and manage with vision and purpose.
- Outstanding presentation and written communication skills
- Experience distilling complex budget and finance concepts and practices into a form that is easily understood by non-financial audiences
- Skill in timely decision-making and problem solving under tight deadlines.
- Demonstrated analytical, problem solving, decision-making, and strategic planning skills.
- The ability to work on multiple projects simultaneously, involving diverse financial or administrative disciplines and topics.
- Skill in preparing, reviewing, and interpreting financial and policy reports.
- The ability to cope with changing priorities with little notice.
- Exceptional analytical skills and attention to detail.
- Awareness of strategic, programmatic, and political implications of financial policy.
- Substantial experience in public sector operating and capital budget development, administration, and finance.
DESIRED QUALIFICATIONS:

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
