The Department of Public Defense (DPD) is renowned nationally for its excellent legal representation to indigent clients in the only county in the United States named after Martin Luther King Jr, one of the most influential civil rights leaders in our nation's history, King County. DPD provides legal representation to indigent clients in several practice areas, including felonies, misdemeanors, juvenile offenders, dependencies, involuntary commitment, civil commitment of sexually violent predators, and contempt of court. The department also works to address racial disproportionality in the criminal justice system, the collateral consequences of justice involvement, and other structural and/or systemic issues that undermine the rights of the criminally accused. It employs not only attorneys, but also skilled mitigation specialists, paralegals, investigators, and other support staff.
The Department of Public Defense is seeking two Fiscal Specialist III's; one position supports the department's Assigned Counsel accounts payable and general departmental accounts payable functions; the other position supports the Expert Services requests and accounts payable functions. Both positions ensure timely, accurate payables processing, reporting, and providing excellent customer service to the assigned counsel panel, internal customers, and experts. These positions require a high level of attention to detail and consistently meeting critical deadlines, while also providing critical intersection functions with the department's divisions, assigned counsel panel, the courts, the Expert Masters, and the Finance Section.

Who May Apply: This recruitment is open to all qualified candidates. Applicants for special duty must be current King County employees who have passed their initial probationary period. (Step placement for employees will be based upon their current CBA, or the KC Personnel Guidelines, whichever is applicable).

- Perform accounts payable functions, including processing vendor invoices for payment, reviewing and preparing procurement requests and payment vouchers. Utilizing Oracle EBS, invoices may be processed via purchase orders or by credit cards.
- Review Assigned Counsel or Expert Services requests and invoices to assure appropriate coding, approved and allowable costs for payment. Process requests and enter information into appropriate system(s).
- Organize track, code, maintain and document data sources, (i.e., financial, accounting or fiscal records). Track and monitor payables to assure timely payment, follow up as needed.
- Perform financial/numeric work, requiring the application of accepted bookkeeping or basic accounting methods and applications. Typical financial work may include reviewing and processing Assigned Counsel and/or Expert Services invoices, processing employee expense claims, and other accounts payable invoices for payment and other related financial activities.
- Provide information and analysis according to specific directions.
- Research and summarize specialized or technical information from varied sources, which requires selecting the most appropriate material and the use of spreadsheets and/or customized database applications. Verify and reconcile data discrepancies.
- Draft, summarize, prepare, review, proofread and edit documents, contracts, court mandates, and correspondence to ensure appropriate use of the English language, specialized terminology and established procedures.
- Interpret established policies, procedures, codes, regulations and other relevant sources to internal and external customers over the telephone, in writing and in-person; handle sensitive, confidential and/or potentially volatile situations.
- Assist division support staff by providing guidance and training and monitor the quality and completion of distributed finance related work.
- Identify priority and/or time-sensitive matters; and maintain security and confidentiality.
- Assist with problem solving, troubleshooting issues with vendors, clients, other King County departments or internal divisions as needed.

- Experience, Qualifications, Knowledge, Skills
- One year of automated payment processing experience
- Experience interpreting policies and procedures.
- Demonstrated intermediate skills in Microsoft Office products including Excel, Word, and Outlook and other software applications.
- Ability to provide clear information and directions to technical and non-technical staff.
- Demonstrated experience providing effective and quality customer service.
- Knowledge of accounting and higher-level mathematics including ability to calculate pay, leave, and time based on collective bargaining agreements, contracts and settlements, other related documents.
- Demonstrated ability to communicate effectively both orally and in writing; including the ability to understand and execute complex verbal and written instructions.
- Demonstrated ability to effectively and positively work within a team environment, and maintain professionalism in all situations.
- Demonstrated ability to organize, prioritize and manage a demanding workload, consistently meeting high pressure/short deadlines with minimal supervision.
- Must be detail oriented and have proven organizational skills.
- Ability to maintain confidentiality of sensitive financial and personnel matters; and accurately maintain filing systems and complete filing in a timely manner, following applicable file retention schedules.
- Advanced problem solving skills.
- Requires initiative and accountability in work products and service, and the ability to follow-through on issues to completion.
- Demonstrated punctuality and dependability in daily attendance.
- Payment processing experience using Oracle EBS.
- Experience in accounts payable, accounts receivable, and account reconciliation.
- Supplemental Information
Work Schedule: This position is covered by the provisions of the Fair Labor Standards Act and is overtime eligible with pre-approval from the supervisor. The work week is normally 8:00 a.m. to 5:00 p.m. Monday through Friday.
