The Finance Section of the Department of Human Resources' (DHR) Director's Office is seeking an action oriented leader and doer with strong interpersonal skills who is technically savvy with a sharp eye toward accuracy and detail in a fast paced organization. The Finance Section is responsible for financial reporting, budget, fiscal, payroll, assets management, and internal control oversight. DHR's finance team provides financial management over the Human Resources general fund appropriation, the Employee Benefits Fund, and the Safety and Claims Fund.

This position will report to DHR's Business and Finance Officer.

- Perform accounts payable and accounts receivable transactions, payroll or other financial/numerical work requiring the application of accepted bookkeeping or basic accounting methods and applications.
- Research, resolve, and respond to internal and external customer issues including payment questions, procurement status, asset inventory status, and payroll discrepancies; work with internal and external stakeholders in reconciling check deposits, payments, and payroll data; personally handle communications and responses which may require independent judgment.
- Provide leadership, instruction, and training to PCard holders and time keepers to ensure accuracy and completion of the associated work; coordinate assets assignments and tracking; coordinate and review travel documents and payments; represent finance section at working sessions with other teams to implement various DHR programs; develop strong relationships with internal and external team members and customers.
- Prepare, monitor, and maintain expense trackers and produce real-time budget vs. actual reports; interpret financial data and identify accounting inconsistencies (as necessary) to recommend process improvements.
- Organize, oversee, establish, track, code; and maintain data sources, including existing contracts, budgets, payroll, asset inventory, legal documents and/or other financial, accounting or fiscal records and documents.
- Participate and assist the finance team in administering multiple budgets; provide information for budget preparation, financial analysis, and financial reports.
- Interpret established policies, procedures, codes, and regulations for internal and/or external customers over the telephone, in writing and/or in person; handle sensitive, confidential, and/or potentially volatile situations.
- Participate in the development of administrative policies and procedures; recommend changes to policies and procedures, systems, and standards; provide backup assistance to the administration section if needed; perform other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
The responsibilities of this classification include performing highly technical or specialized financial accounting and or fiscal services. To be successful, incumbents must possess the following knowledge and skills.
Knowledge Of:- Accounting principles.
- Payroll production, rules, processes, and procedures.
- Procurement and payables processes and practices.
- Oracle EBS General Ledger structure and controls (or similar software).
- Federal and state laws and regulations to include Fair Labor Standards Act, Family Medical Leave, and Workers' Compensation.
- Confidently using current technologies to follow instruction, with an acute sense for attention to detail.
- Being a self-starter and taking initiative to enhance or improve processes and procedures.
- Organization and time management, which is key to managing several responsibilities and communicating with many users/customers/co-workers.
- Microsoft Excel, Word, and Outlook (Intermediate level).
- Establishing and maintaining relationships with staff, all levels of management, and internal and external clients utilizing leadership and interpersonal skills.
- Working with minimal supervision while managing changing priorities to meet deadlines.
- Customer relations and interacting tactfully and courteously with the public.
Minimum Qualifications Include:- At least three years of responsible, independent work experience in payroll and fiscal functions.
- At least one year of relevant experience with an Associate's Degree in Accounting, Finance, Business, or a closely related field.
Desired Qualifications:- Experience in the Public Sector.
- Experience with PeopleSoft, or similar, payroll and time-keeping software.
- Experience in a Unionized environment.
- Basic understanding of governmental accounting principles.
- Knowledge of King County human resources policies and procedures.
