- Summary
- King County's Records and Licensing Services (RALS) Division is seeking a team member to support the Division's regulatory efforts in the rapidly evolving "For Hire" industry. The program analyst will help support the Administrative Services Manager to collaborate with regulators, policy makers and industry representatives on policy and innovative emerging For Hire transportation opportunities. This position will support work to align for-hire transportation programs, establish/expand inter-local agreements to create a more regional regulatory framework, and facilitate ongoing regulatory alignment with the dynamic changes occurring with shared mobility and for-hire transportation services. This position will also have the opportunity to help monitor for-hire industry issues, interests, and trends at the local, regional, state and national level.The Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the RALS Division are mandated by state law, and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, the RALS Division is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities. Who is Records & Licensing Services (RALS)?
RALS is charged with:- Recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies;
- Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County;
- Providing licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations;
- Providing internal mail services and physical and electronic records management services to all county agencies;
- Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs through public and private sector partnerships.

Key Deliverables and Expectations
To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
- Develop and implement best transportation practices to support regulatory rule making and/or draft legislation.
- Conduct research, compile data, analyze information and prepare reports that support data-informed recommendations.
- Interpret legislation and assess impacts.
- Analyze data for regulatory compliance, trend analysis, forecasting, etc.
- Evaluate business processes to improve efficiency, timeliness, and quality.
- Draft procedures for new processes and systems to assist with standard work.
- Prepare materials for presentation to internal and external stakeholders.
- Is customer-focused and culturally aware. Embrace and lead equity and social justice initiatives;
- Excellent communicator to a wide variety of audiences;
- Understands how to build key relationships, trust, and partnerships;
- Strives to be politically savvy and effective;
- Can apply quantitative and qualitative analysis and evaluate data for decision-making;
- OR any combination of education and experience.
