Human Resource Analyst

The Department of Local Services is seeking a Career Service Human Resource Analyst who is committed to creating an equitable and inclusive workplace where all employees are treated with dignity and respect. Our ideal candidate will have expertise in recruiting, protected leave management, and HRIS administration. We are seeking a detail oriented Human Resource generalist that is customer focused, dedicated to continuous process improvement, and committed to stellar service delivery.
Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
- Coordinate and participate in the recruitment process including; posting positions, advertising on external sites, applicant screening, testing, participating in briefing interview panelists, reviewing candidate assessment, documentation, and candidate selection;
- Provide senior-level administrative support to the team;
- Act as a system administrator for PeopleSoft HCM and other software programs by being the managing data, creating reports and solving moderate to complex technical problems related to the systems;
- Provide advice and consultation on leaves issues and administer FMLA and other leave benefits by reviewing and approving leave requests, ensuring approvals and denials comply with Federal, State, and County laws and policies;
- Administer human resource office operations by organizing requests, scheduling meetings and candidates, assisting with researching best practices, creating and updating standard work and other county initiatives;
- Give advice to employees and managers on employee change notices, including; hiring, promotions, leaves and salary changes;
- Create, maintain and manage employee files and other records, both electronically and hard copies, and respond to requests for HR related files for public disclosure requests and legal holds;
- Be innovative in developing, managing, and conducting an equitable recruitment processes by creating job announcements, advertisements, recruitment plans, selection materials, interview questions while administering a merit-based selection process;
- Focus on the candidate experience from the beginning of the recruitment process through employee onboarding;
- Perform other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO:- Have the ability to provide senior-level administrative support to the team;
- Are interested in "diving in" to learn about the lines of business in the Roads Services Division, and who can successfully support hiring managers;
- Have the ability learn and use database applications and analytical tools, including evaluating data quality and who are familiar with HR laws and practices;
- Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently and as part of a team;
- Are proficient in using office productivity suite (Word, Excel, PowerPoint, SharePoint) in daily work as well the ability to use application tracking and/or enterprise resource planning (ERP) software. (The county uses Microsoft Office, NeoGov, and PeopleSoft Human Capital Management application);
- Has a continuous improvement mindset;

ABOUT THE DEPARTMENT
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
