- Summary
The Wastewater Treatment Division (WTD) is committed to protecting and improving water quality by providing wastewater collection and treatment for local sewer agencies – which we've been doing for over 50 years. We serve about 1.7 million people within a 424-square-mile service area, including most of King County and parts of south Snohomish County and northeast Pierce County.
WTD's regional system includes three large wastewater treatment plants (West Point in Seattle, South Plant in Renton, and Brightwater in Woodinville), two smaller wastewater treatment plants (Vashon Island and City of Carnation), a community septic system, combined sewer overflow treatment facilities, regulator stations, pump stations, and over 391 miles of sewer pipelines.
WTD employees plan, design, build, and operate treatment facilities. We also enforce regulations to reduce harmful waste from entering the system, and educate the public and businesses on ways to protect water quality.
WTD's Industrial Waste Program partners with industries to administer regulations to make sure the wastewater generated by industries is treated properly. Many industries must pretreat wastewater before sending it to the sewer. This protects the wastewater treatment process, workers, facilities, and water quality.

Position Overview:
The primary function of this position is regulating the discharge of industrial and commercial wastewater to the sewer system to ensure compliance with national and local pretreatment standards. The responsibilities include writing and managing waste discharge permits; performing inspections of large, complex facilities and waste streams; conducting enforcement actions; and reviewing and approving permit applications and pretreatment systems. Additional responsibilities include developing rules and ordinances regulating discharges to the sewer; developing and managing special studies and programs; analyzing and reporting on trends; and identifying, responding to and investigating violations, complaints, spills and emergencies.
Examples of Duties:
- Conduct inspections of and correspond with commercial and industrial entities to determine the nature of their discharge processes, evaluate and approve pretreatment systems, and determine compliance with pretreatment regulations.
- Maintain records of inspections and correspondence.
- Write and manage industrial waste discharge permits and other discharge authorizations in accordance with pretreatment regulations and internal procedures.
- Evaluate and monitor industrial discharges and analytical data.
- Establish compliance schedules, fines and other enforcement measures.
- Conduct enforcement actions, including representing King County in appeals processes.
- Work with stakeholders to develop industrial waste rules and regulations and solve pollution problems.
- Provide information and technical assistance to the public and businesses regarding source control and discharges to the sewer; make public presentations.
- Identify, respond to and investigate violations, complaints, spills and emergencies.
- Perform other duties as assigned.
Our Ideal Candidate Will Have:
- Demonstrated knowledge of federal, state and local environmental regulations.
- Knowledge of hazardous waste handling, pollution prevention and chemical storage requirements.
- Demonstrated knowledge of safety hazards associated with sampling, industrial inspections and wastewater treatment and conveyance systems.
- Demonstrated knowledge of statistics, mathematics, biology and chemistry.
- Knowledge of environmental monitoring; including sample collection, handling, analysis, interpretation and documentation.
- Demonstrated knowledge of impacts of pollutants to water quality and wastewater treatment.
- Demonstrated knowledge in applying environmental regulations to individual situations.
- Skill in conducting inspections.
- Skill in using computers and applications such as databases, word processors and spreadsheets.
- Skill in reading and interpreting maps, graphs and plans.
- Skill in problem-solving and decision-making.
- Demonstrated knowledge in dealing effectively with groups and individuals in difficult circumstances.
- Skill in communicating technical information to a variety of audiences.
- Bachelor of science degree in environmental science, engineering, chemistry, or related technical field.
- Minimum of 3 years of industrial waste pretreatment work experience including writing discharge authorizations, performing inspections, and conducting enforcement actions.
Physical Requirements: Ability to lift up to 35 pounds of field equipment. Ability to drive to various off-site locations is required.
Licensing, Certification and Other Requirements:
Washington State Driver's License

WORK SCHEDULE: This is a full-time, 40-hour work week, Monday through Friday position. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. This position may be required to work after hours, weekends, and holidays depending on the workload.
