The Department of Adult and Juvenile Detention (DAJD), is currently in the design phase of a project to bring a new jail management system (JMS), built on the Microsoft Dynamics Platform, that will replace a variety of legacy systems used in each of the five department divisions. The Jail Management System Administrator (Project/Program Manager IV), (JMSA) oversees the Jail Management Systems (JMS) business process needs for the DAJD. The position plays a significant role in developing and maintaining DAJD Policies and Procedures, as well as process change that impact both systems and operations. The incumbent will build and maintain a positive relationship between JMS users, King County IT, partner agencies, the system vendor, and other stakeholders. The role of the JMSA includes working in secured facilities interacting with detainees.
The incumbent will assist users in creating customized interfaces tailored to the needs of the user. This may include custom views for managing lists, dashboards showing counts and statuses, as well as charts and graphs. Tasks include data backup operations, updating system select and options tables, maintaining RCW and Ordinance tables, updating bail tables, user security role management, system user access management, training assistance, as well as frontline user help. They will also develop ongoing automated business process workflows including troubleshooting and analysis, especially those that trigger events between partner agencies such as the courts, law enforcement agencies, and Jail Health Services; and, ensure successful completion of various audits such as Prison Rape Elimination Act (PREA) and Criminal Justice Information Services (CJIS) audits.

POSITION DETAILS:
This term limited temporary (TLT) position is open to the general public and open concurrently to all King County employees (as a Special Duty Assignment) who meet the qualifications listed below. This position may last up to three years. Internal consideration may be given to current DAJD and King County employees. It is a 40-hour per week, exempt position. Scheduled to work Monday through Friday, 8:00 a.m. to 4:30 p.m. The work space for this position is located in the King County Courthouse in Downtown Seattle, Washington, and will require working at each of DAJD's divisions, including all detention facilities.

- Lead cross function teams in analyzing DAJD systems to define business requirements and alternative options for improvements for a variety of operational, procedural, and management issues.
- Act as consultant and primary advisor to all levels of the organization and across division and department lines; serve as expert technical resource for cross-functional, inter-departmental systems focused on the JMS.
- Support business stakeholders and partner agencies in identifying and delivering significant and quantifiable business process improvements through JMS system analysis.
- Initiate and lead problem solving efforts, working closely with internal and external stakeholders. Ensure coordination of system plans and activities with other agencies and/or vendors to ensure system design, modification, and implementation meet user requirements.
- Develop recommendations for new, revised, or improved work processes, policies, procedures, practices, methods, and other tools to implement changes and improvements.
- Plans and performs complex system configuration as needed.
- Monitors, maintains, update/upgrade, apply patches and refreshes system programs.
- Maintains and updates statutory law tables for RCW and Ordinance violation values.
- Maintains and monitors system security including managing user role groups and user access to the system, including partner agency access roles.
- Respond to staff, partner agency, and stakeholder questions via in-person meetings, online messaging, or phone.
- Ensure data backup operations occur as schedule and test data integrity of backups.
- Provide mid-level to senior-level end-user support, which may include: providing systems administration assistance, coordinating stakeholder discussions, updating user documentation, or conducting training.
- Escalate unresolved issues to proper personnel.
- Support the JMS System Team by providing insight into enhancement requests, barriers to implementation, and stakeholder feedback that should be incorporated into the product roadmap.
- Conduct root cause analysis to identify and eliminate bugs.
- Participate in product testing to assist in the new product release process.
- Engage with end users to expand product knowledge base.
- Stay up to date with system enhancements and new features to better assist our customers.
- Work on planning and execution of change, problem, incidents, production processes, controls and service requests.
- Ensuring efficient processes exist to identify, plan, and manage all changes to the infrastructure.
- Ensure all changes to the JMS production environment are documented by refining and extending the Change Management program.
- Evaluate the performance of the established change management process on a regular basis to ensure that it is meeting the program objectives and the agency goals.
- Review processes and procedures with DAJD management to identify areas of improvement.

- Experience, Qualifications, Knowledge, Skills
The ideal candidate will have:
- 5 to 10 years' experience in law enforcement and/or government with an emphasis on corrections processes and procedures.
- Bachelor's degree in Criminal Justice or related field (May substitute corrections experience).
- Excellent problem solving and analytical skills.
- Excellent written and verbal communication skills.
- Good organization and communication skills. Strong aptitude for attention to details.
- Proven experience with implementing process improvements, process flow analysis, and methodology development.
- Adept at documenting processes and procedures.
- 3 to 5 years' experience overseeing the design, development, and implementation of process improvements and facilitation of programs and process review.
- Subject matter expertise in the use of automated Jail Management Systems, knowledge of Microsoft Dynamics a plus.
- 3 to 5 years of experience in providing support for Microsoft OS, Web Browsers, and Windows-bases applications, in a criminal justice, jail, or prison environment desirable.
